LABOR DAY CELEBRATION                       8/29/08

Labor Day is a creation of the labor movement and is dedicated to the social and economic achievements of American workers. It constitutes a yearly national tribute to the contributions workers have made to the strength, prosperity, and well-being of our country.

The first Labor Day holiday was celebrated on Tuesday, September 5, 1882, in New York City, in accordance with the plans of the Central Labor Union. The Central Labor Union held its second Labor Day holiday just a year later, on September 5, 1883.

In 1884 the first Monday in September was selected as the holiday, as originally proposed, and the Central Labor Union urged similar organizations in other cities to follow the example of New York and celebrate a "workingmen's holiday" on that date. The idea spread with the growth of labor organizations, and in 1885 Labor Day was celebrated in many industrial centers of the country.

State police special agent reels in fake game warden   8/28/08

An Arkansas State Police Special Agent posed as a fisherman and reeled in a man impersonating a game warden.  And to top that, the impostor was critical about the agent’s fishing technique saying he “wouldn’t catch anything the way he was fishing.”

But the agent’s technique was good enough to catch the impersonator.

Michael J. Jorgenson, 21, of Ashdown, Ark. was arrested Monday for criminal impersonation, a Class A misdemeanor and is scheduled to be arraigned Sept. 17 in the Little River District Court in Ashdown.

He was issued the citation, and released from custody, according to Sgt. Mark Kennemore of the Arkansas Game & Fish Commission.

Some Yarborough Landing residents adjacent to Millwood Lake called Kennemore Saturday saying a man was posing as a game warden and was checking fishing licenses.

Kennemore gave his cell phone number to some of the residents who had been stopped by the man to check for fishing license. That same afternoon, Kennemore received several calls stating the man was back in the area.

Kennemore contacted Arkansas State Police Special Agent Hays McWhirter, who lives near the lake asking for help searching for the suspect.

McWhirter arrived in plain clothes and started fishing at the landing near the boat ramp.

The suspect was fishing across the boat ramp from McWhirter.

According to Kennemore’s report, Jorgenson walked toward McWhirter on the concrete walkway. McWhirter spoke to the Jorgenson and in conversation mentioned his fishing license was expired and said he was “trying to catch all the fish he could catch.”

Jorgenson allegedly told McWhirter “this is your lucky day” because he was a game warden.

The suspect started trying to tell McWhirter how to fish and he wouldn’t catch anything “the way he was fishing.”

“Hays then told him he was leaving and thanked him for not writing him a ticket. Since he was on vacation he would overlook the expired license,” said Kennemore’s report.

On Monday, Kennemore and McWhirter interviewed Jorgenson at the Little River County Sheriff’s Department and Jorgenson was charged with criminal impersonation.  The misdemeanor charge carries a potential sentence of a maximum one year in jail and a fine.

Fees for teaching licenses go into effect Monday                  8/26/08

Starting Monday September 1st, educators in Arkansas will have to pay a fee ranging from $35 to $100 to obtain, renew or add to a state teaching license. Money collected will fund enforcement of a new code of ethics for educators.

The state's largest teachers union supports the fees.

Act 846 of 2007 created the 15-member Professional Licensure Standards Board and allowed the state Board of Education to impose licensing fees to fund the board's operations. The Legislature created the board to develop licensing standards and a code of ethics for Arkansas educators and to investigate suspected violations of the code, which the state Board of Education approved in June.

Some 60,000 people in Arkansas hold a state teaching license, 28,000 of which teach in public schools, according to Education Department spokeswoman Julie Thompson. The fees are expected to bring in about $1 million annually, according to Beverly Williams, assistant commissioner for human resources and licensure for the state Department of Education.

MORE ABOUT ARMY WORMS     8/24/08

Friday, Sevier County Extension Agent Rex Herring, told us about the Army Worm problem in Sevier County.  Here is a little more information on the worm, where it comes from, and how they spread.

Identification: Armyworms, which attain a length of 1/2 inches, are also caterpillars of moths. Their bodies are greenish when small but become brown when fully grown. Several stripes are usually apparent, extending from the head to the rear. The adult is a mottled brownish-gray moth with a wingspan of nearly l l/2 inches.

Life Cycle and Diagnosis: Moths lay clusters of eggs on grass blades, lawn furniture, white or light colored walls and other objects near lawns and pastures. Caterpillars hatch and begin to feed on the turf. Damaged turf appears ragged with individual blades showing signs of chewing damage. When numerous, they may devour the grass down to the ground. Caterpillars pupate in the soil. The moths emerge within a couple of weeks. They are active mainly at night. There are three to six generations a year.

If you see a brown, dead-looking spot in an otherwise green pasture or lawn, you could be seeing the first indication of an army worm infestation.

As with sod webworms, you should time insecticide applications to control armyworms during the early evening when caterpillars are feeding on the surface of the turf. Rex recommends spraying with 80% Sevin dust or liquid mixed with water.  If you have questions, contact the extension office at 584-3013.

Game and Fish votes to ease duck hunting restrictions        8/22/08

The state Game and Fish Commission on Thursday tossed its ban on the use of spinning wing decoys and abandoned a one per day kill limit on female mallards.
The Arkansas commission had been a pacesetter in imposing both restrictions in a more conservative approach to duck hunting. But other states did not follow suit and the commission voted Thursday to drop both measures, which had been in place the past two seasons.
The electronic or battery powered mechanical decoys will be legal in Arkansas in the duck season that opens Saturday, Nov. 22. Hunters can kill two female mallards - "susies" to waterfowlers - a day, a return to the federal limit.
Arkansas duck hunters are sharply divided on the spinning wing decoys. The commission removed the prohibition on a 5-1 vote, with Commissioner Brett Morgan of Scott as the only dissenter.

CITY ATTORNEY AND ANNEXATION WERE TOPICS DISCUSSED BY DE QUEEN CITY COUNCIL TUESDAY NIGHT              8/20/08

The City Attorney’s position and annexation were just two topics of discussion for the De Queen City Council Tuesday evening.

Mayor Billy Ray McKelvy said the city will still contract with Stephen Tedder for legal services. Tedder will handle all legal matters for city such as ordinances, resolutions, and advising the council during meetings and Manya Wood will be handling the prosecution side in the courtroom.  Tedder informed the council that he would not have a problem recuseing himself from a case if there is a conflict of interest.

The council also heard a proposal for calculating sewer charges for Pilgrim’s Pride in De Queen.  Mayor McKelvy explained that Pilgrim’s is currently charged for sewer on the amount of water going into the plant instead of the water coming from the facility.  McKelvy said the calculations will now be done on the waste water coming from the plant.

The final agenda item was the topic of annexation for areas outside the city.  McKelvy said a special meeting will be held Tuesday, August 26th at 5:30 p.m. at De Queen City Hall to look at maps and discuss annexation.

ASHDOWN MAN ARRESTED FOR POSSESSION OF COCAINE AND CRACK COCAINE               8/19/08

The man who was living in an Ashdown, AR house, near the scene of a recent murder, has been charged with possessing about $7,000 worth of cocaine according to authorities.

The man was also being investigated by the South Central Drug Task Force for selling crack cocaine from the house about six weeks before the murder occurred.

La Quince Hogan, 34, made his first appearance in the Little River County Circuit Court Tuesday (Aug. 12) on charges of delivery of a controlled substance and possession of a controlled substance with intent to deliver.

Both charges are Class Y felonies with a potential sentence of 10 to 40 years or life in prison and a maximum fine of $25,000. Hogan pleaded innocent to the charges before Circuit Court Judge Ted Capeheart. Hogan asked for a public defender saying he was unemployed. He remains in the Little River County jail in Ashdown with a $75,000 bond.

Capeheart scheduled a pre-trial hearing for Oct. 7 and a trial for Nov. 3.

Hogan was living in a house at 210 E. Cowling St.  The house is located near the site where Patricia Norwood, 42, of Ashdown was reportedly shot to death Aug. 1 by Derick Dariel Robertson, 34, of Ashdown.  Robertson has been charged with first-degree murder for the death of Norwood.

The drug task force used a confidential informant to allegedly purchase crack cocaine from Hogan June 26.

Hogan wasn’t arrested until Aug. 5.

The second felony charge of possession of a controlled substance with intent to deliver was based on a search of the house Aug. 5.

The search warrant was issued as part of the Norwood homicide investigation, said the Ashdown Police. The search warrant was issued for a “dark colored handgun with a long barrel” which may have been used in the homicide.

However, officers were unable to find the weapon.

The South Central Arkansas Drug Task Force and Ashdown Police Detective Doyle Crouch and Jason Curtis conducted the search.

The officers found 34 grams of crack cocaine and three plastic bags weighing a total of 40 grams suspect of being cocaine, said Curtis.

Four small plastic bags also contained about 2.5 grams of suspected cocaine.

Officers found 27 grams of marijuana.

The cocaine and crack cocaine has an estimated street value of $7,400, said Curtis.

The officers also found $4,085 in cash on Hogan.

Deputy Prosecutor Jay Metzger filed a lawsuit against Hogan to confiscate the cash. The lawsuit was filed in the Little River County Circuit Clerk’s office.

Construction of the $7.3 million facility was begun in May, 2007.

BENNETT FOUND COMPETENT TO STAND TRIAL                  8/18/08

According to 9th Judicial Circuit Court Judge Charles Yeargan, Calvin Bennett is mentally competent to stand trial for the murder of an elderly Nashville, AR couple.
In a two-page summary Yeargan said, "Despite the impressive credentials, education, experience and training of Dr. (Dale) Watson and Dr. (George) Woods, this court does not feel their findings are creditable and therefore does not agree with their assessments that defendant is incompetent to stand trial. It certainly appears Bennett has understanding of the proceedings against him and has the capacity to assist in his own defense."

The hearing is scheduled for 10 a.m. September 3rd, to set dates for the pre-trial and trial in the Howard County Courthouse.  Bennett faces two counts of Capital murder in the deaths of Ben and Mary O’Dell of Nashville on October 30, 2006. He remains in the Howard County Jail.
