SENTENCED TO ARKANSAS DEPARTMENT OF CORRECTIONS

A
De Queen man has been sentenced on five counts of residential burglary
and theft of property.
According
to reports, 25 year old Michael Philipe appeared before Circuit Court
Judge Tom Cooper Thursday. Philipe
received 15 years with three years suspended on a residential burglary,
10 years on a theft of property charge, 6 years on a possession of
firearms by certain persons charge, 10 years on 2 counts of theft of
property and 12 years on another residential burglary charge.
All charges are to run concurrently.
Philipe was returned to the Sevier County Jail where he awaits
transfer to the Arkansas Department of corrections.

QUEEN WOMAN RECEIVED 15 YEARS IN
ADC

A
De Queen woman was sentenced to 15 years in the Arkansas Department of
Corrections for manufacturing a controlled substance.
According
to reports, 50 year old Gerri Wells appeared before Judge Tom Copper in
Sevier County Circuit Court Thursday.
Wells was charged with manufacturing a controlled substance,
simultaneous possession of drugs and firearms, and possession of
firearms by certain persons.
Wells
was sentenced to 15 years on the manufacturing charge and the other two
charges were nolle prosessed.
Wells
was also ordered to forfeit her 2008 Toyota Tundra pickup.
Wells remains in the Sevier County Jail where she will await
transfer to the Arkansas Department of Corrections.
LOTTERY
VENDING MACHINES HEADED TO RETAIL OUTLETS

Vending
machines that dispense lottery tickets are headed to
Arkansas
retailers after a legislative committee reviewed rules governing the
machines but took no action.
The
Arkansas Lottery Commission Legislative Oversight Committee met Thursday
and heard complaints about the new machines, but the panel isn't
authorized to approve or deny rules regarding the machines. Under state
law, the authority rests with the Arkansas Lottery Commission, which
gave its approval earlier this month.
Opponents
say the machines are one step closer to slot-machine-style gambling, and
an automated machine makes it easier for minors to buy and cash in
lottery tickets.
But
lottery director Ernie Passailaigue says the machines require the buyer
to swipe a government-issued ID, and they can only be placed in
locations with a clerk or cashier on hand to oversee transactions.

REOPEN FRIDAY -

Two
areas of the Albert Pike Recreation area that were closed after a deadly
flash flood in June are set to reopen. The U.S. Forest Service says the
areas reopening today will be for day use only. Officials are still
considering whether overnight camping will ever be allowed again. The
two areas being reopened include access to a popular swimming area on
the west side of the
Little Missouri River
. Also, those that were impacted by the flood can still collect personal
belongings at the Pike County Fairgrounds today and tomorrow from 8
until
4:30 and also on September 3rd,
4th, 10th and 11th.
LOCAL
PLEADS GUILTY TO DRUG CHARGES -

A
Nashville
man plead guilty Wednesday in
Howard County Circuit Court to Delivery and Possession of Marijuana. 22
year old Justin Byers was recently arrested following a search of his
vehicle that turned up marijuana during a traffic stop. He also was
arrested after selling marijuana to an undercover police officer in
April. Byers has had numerous prior drug possession charges. He will
serve five years in the Arkansas Department of Corrections.
LOCKESBURG
MAN
PLEADS GUILTY TO CHARGES -

A
Lockesburg man has pleaded guilty to a felony count of Possession of
Drug Paraphernalia with Intent to Manufacture Methamphetamine. 41 year
old James Litchford was arrested last year after police conducted a
traffic stop of his vehicle and found several items normally used in the
manufacturing of meth. Litchford will serve five years in the Arkansas
Department of Corrections.

Local Service Heroes Needed to Stitch The National 9/11 Flag

Historic
Stitching Ceremony at State Capitol to repair American Flag destroyed on
9/11 will include FDNY Firefighters and local volunteers.
Destroyed in the
collapse of the World Trade Center on September 11, 2001 and stitched
back together seven years later by tornado survivors in Greensburg,
Kansas, The National 9/11 Flag is a living testament to the resilience
and compassion of the American people. It is the modern day version of
The Star Spangled Banner. The New York Says Thank You Foundation is
currently taking The National 9/11 Flag on a journey across America
where local service heroes in all 50 states will be given the historic
privilege of stitching the flag back to its original 13‐stripe
format using pieces of fabric from American flags destined for
retirement in each state. Once the flag is restored and made whole again
by the 10th Year Anniversary of 9/11, The National 9/11 Flag will become
a part of the permanent collection of The National September 11 Memorial
Museum being built at Ground Zero in Lower Manhattan.
On Sept. 1, The
National 9/11 Flag will make its way to Little Rock, AR where FDNY
firefighters will assist local service heroes in an historic stitching
ceremony and help sew the Arkansas patch onto The National 9/11 Flag.

OFFICE INVESTIGATING BREAK-IN

The
Sevier
County Sheriff’s office is investigating a residential burglary that occurred
in Horatio. According to
reports, Richard Jackson reported that someone had broken into his
residence at 104 West Barnhart in Horatio.
The residence was last checked at
1 p.m.
on Sunday, August 22 and everything was fine.
On
Tuesday, August 24th at
3 p.m.
a window on the north side of the home had been broken out.
Every room in the home had been gone through and trashed.
Jackson
was working in
Little Rock when the incident occurred and had his brother watching the home.
Several items were missing from the home including televisions as
well as part of the cover from the beds. An investigation is continuing.

ARRESTED FOR POSSESSION
8/26/10
A De
Queen man has been arrested and charged with possession after being
stopped for a seat belt violation.
According
to the De Queen Police Department, Officer Ernesto Echevarria was on
patrol near
Redman
Cemetery when he observed a maroon Taurus and the Driver was not wearing a seat
belt. Echevarria perform a
traffic stop and identified the driver as being 30 year old Andrew Kyle
Bergum of De Queen.
Further
investigation revealed that Bergum had a smoking devise in his pocket
and the officer also found Marijuana seeds in the floorboard of the
vehicle. Bergum was placed into custody and transported to the Sevier
County Jail where he was charged with possession of instruments of
crime.
ARKANSAS
AG ENCOURAGE EXTENSION OF CHILD TAX CREDIT

Arkansas
law enforcement officials
have joined a campaign to encourage Congress to extend a federal child
tax credit that's set to expire at the end of the year.
Attorney
General Dustin McDaniel and several
Arkansas
police chiefs are supporting
an initiative that says children in low-income homes are more likely to
become involved in crime as they grow older. A $1,000-per-child tax
credit is set to expire at the end of the year, and the group is urging
Congress to extend the benefit.
Now,
anyone earning $3,000 annually can claim the tax credit. If it expires,
that level will rise to nearly $13,000 per household.
The
group, Fight Crime: Invest in Kids, which supports the initiative, says
the current child tax credit benefits more than 225,000 children in
Arkansas
.

ONE
FOR DELIVERY OF CONTROLLED SUBSTANCE 8/25/10
A
Mineral Springs man was arrested and charged with delivery of a
controlled substance. According
to the Howard County Sheriff’s office, on August 23rd
Deputy John Eric Glidewell and Investigator David Shelton arrested 30
year old Mario Booth for two counts of Delivery of a Controlled
Substance--Marijuana. The felony warrants were issued as a result of
undercover drug buys conducted by the South Central Drug Task Force on
February 16 and
February 23, 2010
. Mario Booth resides
at 521 Barton Bethel Rd., Mineral Springs, AR. Booth remains in the Howard County Jail and his
bond has been set at $50,000.
LEGISLATIVE
SUBCOMMITTEE RECOMMENDS ADDITIONAL $69 MILLION FOR SCHOOLS

A
legislative subcommittee will recommend that
Arkansas ’ public schools receive an additional $69 million in per-student
funding next year.
The
Joint Adequacy Evaluation Oversight Subcommittee voted Tuesday to
recommend that the state Legislature increase per-student and
categorical funding for public schools by 2.5 percent in the 2011-12
fiscal year.
The
panel also said it will recommend a 2.9 percent increase for the 2012-13
fiscal year. The Legislature will review that year’s increase during
the 2012 fiscal session and can modify it then if necessary.
The
panel based its recommendations on inflation indicators presented by the
Bureau of Legislative Research. The subcommittee also decided to recommend a new approach to
transportation funding in an effort to help rural school districts
struggling with high transportation costs.
Under
the recommendation, per-student transportation funding would be frozen
at the current level of $297. The House and Senate education committees
will meet Monday to review the subcommittee’s recommendations and
decide whether to make any changes before passing them on to the Joint
Budget Committee.

CITIZENS FORM UPLIFT GROUP 08/25/10
A dedicated group of leaders, concerned
for the well-being of Nashville residents have formed Project UPLIFT.
Project UPLIFT (Unity, People, Love,
Integrity, Family, Teaching) is wanting to make a difference to the
citizens of Nashville and surrounding areas. This group met last week
on the campus of Cossatot Community College of the University of
Arkansas. The group approved the final draft of the Project UPLIFT
survey that is now available to complete on the Cossatot website:

In order to serve and benefit the most
people, the directors of project UPLIFT want to know what the citizens
of the area think would be the most important addition or enhancements
to our community, if funds were able to be raised. Once the survey data
is collected, UPLIFT directors will then pursue the best way to make the
selections reality.
The
group members who met were: Mayor Mike Reese, Mayor-Elect Billy Ray
Jones, Cossatot Chancellor Steve Cole, Sandra Jones, and Gary Wenta.

ECONOMIC
DEVELOPMENT MEETING HELD
08/25/10
Around
40 business leaders attended the economic development forum held Tuesday
evening at CCCUA's Agriculture building in De Queen.
Items discussed included an opportunity for an
entrepreneur to start a transit system between De Queen and Nashville
that could be utilized by Husqvarna employees traveling to work at
Nashville as well as providing service for the general public.
CCCUA Chancellor Steve Cole updated the group on
actions that have already been taken:
A group met with Husqvarna management to find out how we
could best provide transportation for our residents whose jobs were
transferring to Nashville. They agreed to conduct a transportation
survey to ascertain if a mass transit system would be utilized by their
employees if provided at a reasonable cost. A group has also met
with a Governor's task force to determine if there were any grants
available to assist with the project.
Another group met with Shane Broadway who works for the
Saline County Economic Development Corporation. He offered share
his ideas on ways to attract and retain business and industry in Sevier
County.
Mayor McKelvy reported that the City of De Queen, the
County of Sevier and the De Queen/Sevier County Chamber of Commerce were
sharing the cost of getting a new website designed. This is one of
the most accessible ways to market our area nationally and
internationally.
Scott Sullivan volunteered to compile a list of Arkansas
businesses who may be thinking of expanding their operation into other
areas of the state.
Ray Still gave an update on activity at the Industrial
Park. A new business is open soon and an agreement to build a cell
phone tower has been signed.

An
accident Tuesday morning on Highway 70 claimed the life of a Dierks man.
According
to Arkansas State Police Trooper Pete Penny, 39 year old Shane Eudy was killed when his east bound pick
up truck crossed the center line and collided head on with an empty log
truck. The truck was driven by 29 year old Charles Legg of Kirby.
Police say Eudy was pronounced dead at the scene by the Howard
County Coroner's Office. Legg was not injured. The
accident happened around 6 a.m. Tuesday approximately two miles west of Dierks.

ARRESTED FOR DWI
8/24/10
A
De Queen man has been arrested and charged with DWI after the officers
receive a report of shots fired.
According
to the De Queen Police Department, Officer Bobby Bagley was dispatched
to a residence on
Red Bridge Road
on a report of shots fired.
Upon arrival, Bagley spoke with the resident who stated that
someone in a maroon Ford F-150 pickup drove in front of her home and
fired approximately three shots and took off traveling south toward Hwy
41.
While speaking with the
victim, a vehicle fitting that description drove back by and the victim
stated it was the same vehicle.
Bagley
preformed a traffic stop and identified the driver as being 43 year old
James McDougal of De Queen. When
asked, McDougal stated to the officer that he had not been drinking but
he had a
PBT
result of 0.15.
McDougal was transported to the Sevier County Sheriff’s office and had
a
BAC
test result of 0.133.
He failed
several field sobriety tests.
He
was charged with DWI #3. He
was also driving on a suspended license for his prior DWI’s.

MAN
ARRESTED FOR THEFT
8/24/10
A
Gillham man was arrested and charged with theft of property after a
deputy observed him loading railroad iron into a Ford Ranger pickup.
According
to the Sevier County Sheriff’s Office, Lt Chris Wolcott was patrolling
the Gillham area when he noticed a pickup sitting beside the
KCS
railroad tracks and someone
loading something into the back of the truck.
He identified the men as 43-year-old Shannon House and 66-year-old Mitchell Riley both of Gillham.
When the deputy asked House what they were doing, House replied
that they were helping with the Gillham beautification project by
loading up all the old metal on the railroad.
Both men were arrested and transported to the Sevier County Jail
where they were charged with theft of property.
Another
20 fires fought over weekend in
Arkansas
8/24/10
The
state Forestry Commission says firefighters battled another 20 wildfires
in
Arkansas
over the weekend.
A
news release from the commission Monday says the weekend fires blackened
89 acres. The commission said later in the day that seven more fires,
covering 73 acres, were suppressed on Monday.
According
to the commission, the total number of wildfires since Aug. 1 is now
197. Those blazes covered 1,911 acres.
As
the August heat continues, the commission said the wildfire danger
across
Arkansas
is moderate to high for the
entire state.
Possibly
tainted meats sold at Wal-Mart recalled
8/24/10
A
federal agency says 380,000 pounds of possibly tainted deli meat
products sold in sandwiches at Wal-Mart stores have been recalled by a
food company in
Buffalo .
The
Department of Agriculture's Food Safety and Inspection Service says
Tuesday that roast beef and ham distributed to Wal-Mart delicatessens
might be contaminated with Listeria bacteria.
Agency
spokesman Gary Mickelson says no illnesses have been linked to the meats
made by Zemco Industries and most have already been consumed. The
sandwiches were removed from store shelves.
Mickelson
says a retail sample collected in
Georgia tested positive for Listeria monocytogenes. The organism can cause
serious and sometimes fatal infections in young children, frail or
elderly people.
REPARATIONS
MADE TO 134 CRIME VICTIMS

Attorney
General Dustin McDaniel says the Arkansas Crime Victims Reparations
Board has made $286,500 in reparations payments to 134 crime victims.
A
news release from McDaniel's office said those payments were made in
July. The announcement said additional expenses were paid in 67
previously submitted cases.
The
state's victim reparations program provides compensation for unexpected
expenses incurred by victims of crime, including medical treatment,
mental health counseling, lost wages, replacement services and funeral
expenses. Last year, the board awarded $3,821,954.01 in claims to 1,738
recipients.

It's almost as if
summer never happened! With new clothes, new supplies, new teachers

NEIGHBORHOOD CRIME WATCH MEETING

The local Neighborhood Crime Watch is having a meeting
Tuesday, August 24th at the Community Building located in the Herman
Dierks Park in De Queen. it will start at 6:00 p.m.
There have been a series of neighborhood watch meetings
in De Queen and over the county so as to get a functioning program "up
and running". it looks very encouraging following the meetings
last week in Lockesburg and Horatio. There was not a huge turnout
at some of these gatherings, but those who did attend have committed to
start watch activities in their area.
There is not a lot of work required for those involved
since it is basically keeping an eye open as to suspicious activities
going on in your neighborhood. If you see anything unusual, you
should be a license plate number or description of the vehicle or person
being observed. one would then report that information to law
enforcement if it looks to be urgent. if id does not see that
critical, then simply write that information on a piece of paper along
with the time and date and file it for future use.
The meeting is open to the public. For more

TWO
TEXARKANA RESIDENTS ARRESTED FOR POSSESSION
8/23/10
In
a joint effort of law enforcement agencies around the area, two
Texarkana
residents were arrested and
charged with possession.
According
to Lt Mike Wilson of the Sevier County Sheriff’s office, Deputy
Clayton Yates received information that a narcotics delivery was
scheduled to be delivered to De Queen.
Yates contacted Robert Gentry with the South Central Drug Task
Force and Scott Bradshaw with Arkansas State Police Narcotics Division.
During the investigation it was determined that the suspects
lived in
Texarkana. Gentry in turn contacted the
Bi-State Drug Task Force in
Texarkana
who set up surveillance on a residence on
Walnut Street
in
Texarkana,
TX. While watching the home,
officers noticed the suspects leave carrying a white bag. They were
traveling on hwy 71 north.
During
the investigation, information was gathered that the suspects had
changed plans and were going to stop in Ashdown instead of De Queen.
Arkansas State Police Trooper Jamie Gravier performed a traffic
stop and identified the suspects as 38 year old Charles Elwood Nelson
and 34 year old Shakiela Denise Collins both of
Texarkana,
TX.
Inside the vehicle,
officers found ˝ oz of suspected Cocaine, ˝ pound of suspected
marijuana and a firearm. As
a result of this traffic stop, the Bi-State Drug Task Force obtained a
search warrant on the residence on
Walnut Street
and found additional drugs and several firearms including an assault
rifle that had been reported stolen.
Pending a review by the prosecuting attorney, Nelson
and Collins face charges of possession of a controlled substance with
intent to deliver, cocaine, and possession of a controlled substance
marijuana with intent to deliver, and simultaneous possession of drugs
and firearms.
Agencies
involved in the arrest included, the Sevier County Sheriff’s office,
South Central Drug Task Force, Arkansas State Police, Bi-State Drug Task
Force, and the Little River County Sheriff’s Office.
UMPIRE
RESIDENT INJURED IN VEHICLE/TRACTOR ACCIDENT –8/23/10
An
Umpire man was treated over the weekend for injuries he received when
his tractor was struck by a vehicle. Police
reports say 53 year old Dennis Kitchens was traveling on Highway 278 in
Umpire around
4 o'clock
Saturday afternoon when his 1996 Massey Ferguson tractor was struck from
behind by a Buick Lasabre. The car's driver, 59-year-old Roger Sharp of Charleston , told deputies he fell asleep.
The impact of the accident caused the
tractor to travel more than 50 feet and overturn in the ditch. Kitchens
was transported by the Lifenet helicopter to St. Michael's Hospital in
Texarkana while Sharp was brought to
Howard
Memorial
Hospital by private vehicle. Howard County Sheriff's deputy Joey Davis said Sharp
was given a ticket for following too close.

TYSON FOODS EMPLOYEE CHARGED WITH BEING AN ACCOMPLICE TO THEFT OF
PROPERTY –8/23/10
A former supervisor with Tyson Foods in
Nashville
has been charged with
being an accomplice to theft of property. 53 year old Franklin Danny
White of
Nashville
is accused of using his
position to put extra overtime pay on the checks of three employees who
did not do the extra work. Nashville Police Investigator Larry Marion
said two of the employees told police they were paid for extra work they
did not perform...and then gave a portion of the extra pay back to
White.
Marion
said the alleged theft
occurred over a 5 to 6 week period..with Tyson officials reporting more
than 4 thousand 165 dollars being paid out through the extra overtime.
OZAN RESIDENT FACING
FELONY CHARGES IN
HEMPSTEAD
AND
HOWARD
COUNTIES –

An
Ozan resident is facing felony charges in
Hempstead and Howard counties following
his arrest Thursday afternoon.
37 year old Steven Nelson was detained on
charges in
Nashville
for delivery of a controlled
substance--cocaine. Nashville Police Department narcotics officer David
Stinson said Nelson's arrest was the result of an undercover operation
conducted this summer by the local police department and South Central
Drug Task Force.
Police say they also seized Nelson's 1992 Chevrolet
Blazer. In addition to the charges in
Nashville
, Nelson is also facing
numerous felony counts in
Hempstead
county..where deputies and
personnel with the drug task force executed a search warrant Thursday
afternoon at Nelson's residence, located at
213 County Road
58 near Ozan.
As a result of
the search warrant, police say they recovered suspected crack cocaine
and a defaced firearm. Nelson's charges in Hempstead county will include
possession of a controlled substance with intent to deliver--cocaine,
possession of a defaced firearm, possession of a firearm by certain
persons, and two counts of cocaine delivery. Nelson was detained in the
Hempstead
County
jail following his arrest.

Mineral Springs resident was arrested Friday for felony drug charges.
According to Howard County Sheriff Butch Morris, deputies arrested 32
year old Timothy Green on a warrant issued as a result of an undercover
drug buy conducted by the South Central Drug Task Force on April 5th. At
the time of Green's arrest he was found to be in possession of
marijuana.
As a result he has been charged with Delivery of a Controlled
Substance, Crack Cocaine. Green is currently in the Howard County Jail
and has a bond of $50,000.

ARRESTED FOR POSSESSION IN DE QUEEN

A
Texarkana
man has been arrested and
charged with possession in De Queen after he was stopped for speeding.
According
to the De Queen Police Department, Officer Ernesto Echevarria was on hwy
329 running radar when he clocked a vehicle traveling 51 in a 35 mph
zone. Echevarria stopped the
vehicle and identified the driver as being Beverly Hawkins and the
passenger as being 33 year old Michael Johnson of
Texarkana. Johnson had an outstanding
warrant out of
Howard
County.
He was placed into custody.
During
further investigation, Officer Echevarria found a ziplock bag containing
a green leafy substance believed to be marijuana.
Johnson was transported to the Sevier County Jail where he was
charged with possession of a controlled substance, marijuana and was
served the warrant out of
Howard
County
.

QUEEN WOMAN TRANSPORTED TO HOSPITAL AFTER WRECK

A De
Queen woman was transported to
De Queen
Medical
Center after colliding with another vehicle on hwy 71 North. According
to the De Queen Police Department, Captain Troy Cravens was dispatched
to Hwy 71 north near Baker’s Pawn Shop on a report of a two vehicle
accident.
Upon arrival he
spoke with both parties who stated that Melinda Luna was stopped in
traffic waiting for a vehicle in front of her to make a turn.
Shelby Cook of De Queen was behind Luna and did not see that the
vehicle was stopped until it was too late.
Cook’s 2000 GMC struck the back of Luna’s 2000 Mazda.
Damage to Luna’s vehicle was estimated at $1,800 and damage to
Cook’s vehicle was estimated at $4,000.
There were no citations issued in the accident. Luna was
transported to
De Queen
Medical
Center for treatment of non-life threatening injuries.

G&F panel approve 3-part waterfowl season

Once
again,
Arkansas
duck hunters will have 60
days this winter to pursue their favorite form of waterfowl.
The
state Game and Fish Commission, at a meeting Thursday, approved
waterfowl dates that split the duck season into three parts.
A
news release from the commission says the first period opens Nov. 20 and
runs through Nov. 28, followed by a second period from Dec. 7-Jan. 17,
with the final section opening Jan. 22 and closing Jan. 30. A 2-day
youth waterfowl hunt is set for Feb. 5-6.
The
bag limit for the upcoming season will be six ducks, with lower limits
on particular species.
Ark. parks panel halts plans for lodging fee hike

Arkansas
Parks
Officials are halting
plans for a 10% increase in fees for lodging and camp sites after
hearing objections from Gov. Mike Beebe.
The
Parks, Recreation and Travel Commission on Thursday voted unanimously to
rescind its July vote approving the hike. The 15-member panel voted to
keep the fees at the current rate.
Beebe
earlier this month asked the panel to halt the increase, saying he did
not believe now was the right time to raise fees because of the economy.
The
increase was projected to generate about $1 million per year in revenue.
Parks and Tourism Director Richard Davies said the agency will likely
have to scale back some repair and renovation projects.
The
fee increase was scheduled to take effect at the first of next year.
LOTTERY
COMMISSION APPROVES RULES FOR VENDING MACHINES

The
Arkansas Lottery Commission has approved a set of rules governing
lottery ticket vending machines, and the machines could be in use next
month.
The
commission voted unanimously Thursday to forward the rules to a
legislative panel for review. The legislative Lottery Oversight
Committee meets next week.
The
Lottery Commission heard more than an hour of public comment in which 21
of 23 people who spoke were against deploying the machines.
Family
Council director Jerry Cox says he will ask the oversight panel to delay
use of the machines until the full Legislature can weigh whether the
machines should be legal.

LAWYERS ESCAPED INJURY WHEN THEIR PLANE WENT DOWN IN IDABEL MONDAY

Two
lawyers from
Cincinnati
,
Ohio
are lucky to be alive today after their plane crashed Monday afternoon
in
Idabel
,
OK
.
According
to reports, the single engine airplane was equipped with a parachute and
it drifted from the sky after the instrument panel went out during
flight. The two on-board were identified as Charles Reynolds, who was
piloting the plane and Charles Miller was the passenger.
Both men are attorneys from
Cincinnati
. The crash, which occurred
at approximately
4:30 p.m.
Monday, will be investigated by the FAA.
Idabel Police Captain John Martin said the two men
were returning home from
Texas
when the crash occurred. The
airplane was flying at an altitude of approximately 11,000 feet when it
lost power. The airplane
dropped about 600 feet before the emergency parachute deployed.
The parachute allowed the plane to drift to the ground where the
two men exited without needing any medical treatment. The crash has been
reported to both the Federal Aviation Administration and to the Oklahoma
Department of Environmental Quality.
The DEQ was contacted due to the fuel that spilled from the plane
during the crash.

Area
schools are back in session and for those of you who drove your little
ones to the first day of school, welcome to traffic jams in small towns.
The
De Queen Police Department is reminding parents and guardians to keep
the traffic situation in mind when getting ready for the day.
The traffic will be heavy for the first week or so.
Slow down, take your time, and be courteous to other drivers as
some of them are making the trip for the first time.
Be sure to watch out for the little ones standing at the bus
stops. Some of them are going to school for the first time and are too
excited to pay attention to the traffic.
Allow extra time in the mornings and afternoons for slower
traffic. Officials are
hoping things get back to a normal routine in a few days.

24 year old
Texarkana
woman was injured when the
vehicle she was driving overturned on hwy 380 near
Cerro Gordo
.
According
to Arkansas State Police Trooper Mason Glasgow, 24 year old Crystal Pond
of
Texarkana
was eastbound on hwy 380 when
she drove left of center on the north side of the roadway.
She traveled approximately 170 feet in the westbound ditch before
going back across both lanes of traffic.
She lost control going into the eastbound ditch where the vehicle
rolled over coming to rest on the passenger side.
Pond was transported to Little River Memorial where she was
treated and released. The
2002 Nissan Altima was a total loss.

LIGHTS WENT OUT FOR SEVERAL CUSTOMERS IN DE QUEEN
WEDNESDAY

The
lights went out for several customers in De Queen Wednesday afternoon
when a large delivery truck tried to turn around in a parking lot and
snagged a cable line breaking the electric pole.
According
to officials the power went out at approximately
1:30
and remained off for some
customers as late as
8:30
that evening.
SWEPCO Crews had to replace the pole and reattach the line before
electricity could be restored.

Hummingbird presentation set in
Pine Bluff 08/19/10
PINE BLUFF - Who hasn’t
enjoyed watching a hummingbird in flight? Hummingbirds are
well-known for their
displays of aerial maneuverability. If you’d like to learn more
about hummingbirds, the Governor Mike Huckabee Delta Rivers
Nature Center in Pine Bluff is the place to be.
The nature center will
host a presentation on hummingbirds from 9 a.m. until noon, Aug.
28.
This program will be
presented by Don McSwain and Tana Beasley of the Potlatch
Conservation Education Center at Cook’s Lake. They were recently
featured in the Arkansas Democrat-Gazette for their
work with banding hummingbirds. Last year they banded more than
900 at their White River location.
The program will
introduce people to a bird’s life, the plants needed to attract
them and includes a live trapping and banding demonstration.
Admission to the event
is free, but call to reserve your seat. For more information,

THE GENERAL LEE COMES TO GRANNIS
AND FULFILLS A MANS LIFETIME DREAM

The General Lee came to Grannis recently to help celebrate
Randy Sevasto's 45th birthday. When Randy was born the doctors didn't
give him a very long life span, but he has proven that doctors don't
have the last say in our lives.
Randy has always been an avid fan of the Dukes of Hazzards and The
General Lee and has always dreamed of meeting them and seeing the car
one day. On Sunday, August 15th part of his that lifelong dream
was fulfilled when The General Lee showed up as family and friends
celebrated Randy's birthday.
After his party, Randy got to ride through town in the General Lee.
After his ride Randy said "Thank you everyone I have had a GREAT time
today".
Everyone who attended had a wonderful time and Randy will never
forget his 45th birthday. Thanks to Jeff Wright and everyone who had
part in making this a special day for Randy. Our God is amazing!

CONSUME OVER 1500 ACRES IN

The Arkansas Forestry Commission says its crews have
battled blazes this month that charred 1,574 acres.
The
agency said in a news release Tuesday that the acreage burned by
wildfires since Aug. 1 occurred during the course of 151 fires to which
its crews responded.
The
mid-afternoon release said the total included 21 fires fought since
3:30 p.m.
Monday that covered 238 acres.
The
agency said county judges have issued burn bans in Ashley, Chicot,
Clark
,
Columbia
,
Conway
,
Dallas
,
Garland
,
Hempstead
, Hot Spring, Howard,
Jefferson
, Johnson,
Lafayette
,

THEFT
UNDER INVESTIGATION –8/18/10
The
theft of several items from an unoccupied home near Umpire is under
investigation by the Howard County Sheriff's Department. Mary Schumaker
of
Greenville
,
Texas
reported to deputy Randy Bohn that her vacation home on Highway 278 West
of Umpire was broken into recently. Deputy Bohn's report says a tv, dvd
player, several hand tools, and a light fixture were taken from the
residence. The report said the items were taken sometime in the past
month.

MIKE
BEEBE RELEASES 5.9 MILLION FOR SCHOLARSHIPS
8/18/10
Gov.
Mike Beebe has directed the state Department of Higher Education to
release an additional $5.9 million in lottery proceeds to fund college
scholarships for nontraditional students.
Beebe
said he made the decision after learning today that the state
lottery’s net proceeds in its first nine months were $5.9 million
higher than he had been told previously. He said higher education
officials believed the lottery netted $76 million in that time, but in
fact it netted $82 million.
The
additional money is expected to provide scholarships for all of the 391
students on a waiting list for scholarships to attend a two-year
institution and for nearly 1,000 of the 4,842 students on a waiting list
for scholarships to attend a four-year institution.
Beebe
noted that the only one category of students — nontraditional students
— was not fully funded.
Beebe
added that he may release more money if he can do so while still
following the law. If he can, he will do so “as soon as possible”
since classes are about to start, he said.
The
cause of the confusion over the lottery’s proceeds was unclear today.
Beebe said lottery officials had reported the $76 million figure to the
Higher Education Department in what apparently was “a mix-up.”

COUNCIL MEETING
8/18/10
The
De Queen City Council met in regular session Tuesday, August 17th
with the following action being taken.
Mayor
Billy Ray McKelvy informed the council members that AT&T has put in
an application to construct a cell phone tower in De Queen.
McKelvy
also said the police department received a JAG grant and the fire
department now has a new brush truck.
The
council also passed a resolution to dispose of surplus property and
discussed the purchase of property adjacent to the city.
The council asked Mayor McKelvy to get more information on the
property. Council members
also approved a sponsorship of the Collin Raye Concert to help with
tourism to our city.
Local Cattlemen receives incentive award
08/18/10
Sevier
County Cattlemen’s membership drive ended successfully with a
cash award in the amount of $863.00. President Raymond Morris
and Miss Sevier County Beef, Miranda Hall received the check at
the annual convention of the Arkansas Cattlemen’s Association
over the weekend at Fort Smith, and were happy to share the news
at the local cattlemen’s meeting Monday night. Other news
included Miranda’s being chosen as “Miss Congeniality” at the
state competition.
Mr. Morris expressed his appreciation to the local group who
helped the association reach this goal.

Lincoln Delivers $5.5 Million Loan to Little River Nursing
Home 08/18/10
Ashdown, Ark.
– U.S. Senator Blanche Lincoln, D-Ark., Chairman of the U.S.
Senate Agriculture, Nutrition and Forestry Committee, today
helped dedicate the Little River Nursing Home and Rehab Center
in Ashdown, which received funding from a $5.5 million loan
awarded to the Little River Health System, from the U.S.
Department of Agriculture Community Facilities loan program. As
Chairman of the Senate Agriculture Committee, Lincoln has made
it a priority to ensure Arkansas’s rural communities are
receiving additional funding from the USDA.
“The Little River Nursing Home and
Rehab Center facility demonstrates the impact that Rural
Development funding is having on Arkansas. Projects like this
provide rural communities access to services and aid while
helping to boost local economies and new jobs growth, “Lincoln
said. “As Chairman of the Senate Agriculture Committee, I’m
dedicated to ensuring that Arkansas’s rural communities are
given the tools they need. This funding is essential to help
care for more seniors in Ashdown and will give a critical boost
to the local economy and the hard working families that live
here.”
“We have worked on this project since
2005 and are truly excited about its completion”, said David
Deaton, Little River Nursing & Rehab’s Chief Executive Officer.
“Our senior citizens have worked hard all their lives to provide
for us. It is an honor and privilege to give them such wonderful
place to receive their care. Without the USDA-RD program, this
new facility would not be here today.”
The new 40,000 square foot facility
will be able to accommodate 76 residents and is one in a series
of projects to receive USDA funding in Little River County. In
April, a $6,000 grant was awarded to the City of Foreman to
remove and replace the existing roof on the city’s Senior
Citizen Building.

SEEDS FOUND IN GILLHAM DRIVEWAY

A
woman found a bag containing what she believed to be marijuana seeds in
her driveway.
According
to the Sevier County Sheriff’s office, Deputy Kristopher Hundley was
dispatched to a residence in Gillham. Upon arrival he spoke with a
female who stated that she had found a bag containing seeds that she
believed to be marijuana seeds. She
said she had noticed a vehicle in her driveway the day before and when
she had come back from visiting her mother she noticed a bag in a tree
next to her gate. The bag of
seeds weighed 24.12 grams and were turned over to the proper authorities
for proper disposal.

HORATIO WOMAN ARRESTED FOR POSSESSION
8/17/10
A
De Queen man and a Horatio woman were both arrested and charged with
possession at the De Queen Spillway.
According
to the Sevier County Sheriff’s office, Deputy Kristopher Hundley was
dispatched to the Spillway to assist Arkansas Game and Fish Officer
David Hall. Upon arrival,
Hall told Hundley that he had found a bag with a clear crystal like
substance believed to be methamphetamine. Upon further investigation,
the officers found 11 syringes, a spoon with residue and a small red
straw containing residue. The
man was identified as 52 year old Noram Ray Fines of De Queen and the
woman was identified as 48 year old Sandra Maureen Layden of Horatio.
They told the officers that after they purchased the drugs, they went
home and consumed part of what they had purchased then they decided to
go fishing. Both subjects were taken into custody and transported to the
Sevier County Sheriff’s office where they are charged with possession
of a controlled substance and possession of drug paraphernalia

EXTENSION OFFICE GETTING A NEW HOME 08/17/10
The Sevier County Extension office is moving to CCCUA in
the new Agri building this week and will be closed Wednesday, Thursday
and Friday. August 18-20.

Little Rock-Tuesday, August 17, Senator Blanche Lincoln will
highlight her record standing up for Arkansas's rural communities and
fighting for Arkansas jobs in visits to De Queen, Ashdown, Van Buren and
Fort Smith.
Senator Lincoln will address the Sevier County Lion's Club in De Queen
at 12 p.m. and deliver the keynote address at the dedication of the
Little River Nursing Home & Rehab in Ashdown at 2 p.m.
Senator Lincoln will attend two local Democratic Party events Tuesday
evening. At 4:30 p.m., she will join Crawford County Democrats for an
office opening in Van Buren. At 6 p.m., Senator Lincoln will attend the
Sebastian County Democratic Party's "Evening with the Senators" event.

DE QUEEN SCHOOL BOARD MEETING

The De Queen
School Board met in regular session Monday night and approved 20
student transfers, 3 resignations, and hired 6 personnel. The board
also approved financial statements, polling places for school board
elections, the Migrant Education Program and ESL handbook
revisions.
Superintendent
Bill Blackwood discussed the financial statement for the district
and lunchroom. Food service is down about $30,000 from last year.
The major result of the financial drop was hiring new employees in
the cafeteria expansion. The activity funds are up about $40,000
and the district is up about $300,000 from last year.
The floor
problem in the new Middle School was fixed over the summer.
Superintendent Blackwood said the cost of the repairs totaled
$49,000. The contractor took the floor out of the affected area,
fixed the ground, and has poured a new concrete flooring. After a
45 day wait period, tile will go down on the concrete. But,
Blackwood said that everything is ready for school now.

Resignations
were accepted from Cafeteria Worker-Virginia Boykin and D.I.
Paraprofessional-Jessica Swan. The board hired Dana Cole & Crista
Wise as D.I. Paraprofessionals, Marsha Higgins, Jewell Hill, & Lilia
Sanchez in the Cafeteria, and Bobby Black as a Bus Driver.
Over
twenty-four hundred students have enrolled in the De Queen School
District as of Monday, Blackwood says, with more students enrolling
each day. In Lockesburg, there are 91 students in K-6. There will
also be some minor bus route changes for Lockesburg in the new
school year. The routes will run the same, but they will run 30-40
minutes earlier than last year. All the students will bus to
Lockesburg Elementary School. The students that are going to De
Queen will then be picked up by another bus routed to De Queen. The
students will be brought back in the afternoon in the same location
before returning home.
The next
regular meeting of the De Queen School Board will be Monday,
September 13th at 5:30 p.m. in the Administration
Building.

MAN
ARRESTED FOR POSSESSION

A
Lockesburg man was arrested and charged with possession of a controlled
substance during a traffic stop for a seat belt violation.
According
to the Sevier County Sheriff’s office, Deputy Clayton Yates was on
patrol when he noticed a driver who was not wearing a seat belt.
Yates preformed a traffic stop and identified the driver as being
48 year old Michael Dixon of Lockesburg.
Upon speaking with
Dixon
, Yates smelled a strong odor of alcohol coming from inside the vehicle.
Further investigation revealed a small round black container
containing a glass smoking pipe and two bags of suspected
methamphetamine.
Dixon
was taken into custody and
transported to the Sevier County Jail where he was charged with
possession of a controlled substance, methamphetamine.

TO HELP HIS MOTHER

A
9-1-1
call from a seven year old
resulted in the arrest of a De Queen man that had been beating up the
child’s mother.
According
to the De Queen Police Department, the Call came in Sunday morning
around
1 a.m.
The
child reported that a man was hurting his mother at
925 East Collin Raye Drive
.
When Officer Larry Gibson arrived, 22 year old Troynell Theadgill
of De Queen came out of the house yelling and smelled of alcohol.
Three young children also ran out of the house toward the
officer. The
children’s mother also came to the door and had blood coming from her
nose and her face and neck had swelling and redness.
She stated that Threadgill had tried to strangle her and had head
butted her in the face causing the nose bleed.
She also had a small laceration to her head.
The victim also stated that Threadgill had been drinking and they
had gotten into an argument when he came home.
Officer Gibson started to take Threadgill into custody and
Threadgill started resisting arrest.
He was holding on to the door facing and yelling at the victim.
Once Gibson got Threadgill cuffed, he was then transported to the
Sevier County Jail where he was charged with domestic battery in the 3rd
degree and resisting arrest.

the 2010 Region 4 Pilot of the Year. The winner was chosen from other

The
Sevier County Farmer’s Co-op Service Station will be closing their gas
pumps starting Monday, August 16th according to manager Gary
Clift. The pumps will be
closed for 4 to 6 weeks to allow new tanks, lines, and pumps to be
installed. In the 4 to 6 week construction period, the co-op will have
an attendant at the store downtown to assist customers with their
fueling needs. The Co-op
appreciates your patience while these updates and improvements are being
made at the service station on
Lakeside Drive
in De Queen.
Farm deliveries will not be affected by the construction and all
other services will still be available at the service station.

MAN ALLOWED MORE APPEALS BY FEDERAL COURT 8/13/10
A
man condemned for killing his best friend and the man's wife has won a
federal appeals court decision that allows him to further his appeals at
the state level, even though he's lost twice at the Arkansas Supreme
Court.
Timothy
Lamont Howard was convicted in 1999 of capital murder the 1997 slayings
of Brian and Shannon Day in Little River County. Brian Day’s body was
found in an empty U-Haul trailer parked on land owned by Howard’s
family near Ogden. Police found Shannon Day strangled to death when they
went to her home to tell her that her husband had been shot to death.
The couple’s son, then 7 months old, was discovered alive inside the
home.
The
8th U.S. Circuit Court of Appeals in St. Louis on Thursday agreed with
Howard that he should be able to again challenge his convictions in
state court.
Prosecutors
argued that Howard had already had exhausted his state appeals, but
Howard argued that the state sometimes allows further action in capital
cases. The state Supreme Court in 2002 upheld his convictions, but on a
4-3 vote.

QUEEN MAN ARRESTED FOR LEAVING THE SCENE OF AN ACCIDENT

A
De Queen man was arrested after he left the scene of an accident
Thursday morning.
According
to the De Queen Police Department, Sandra Renfro of Horatio was pulling
out of a parking lot directly across from the De Queen School and did
not see an oncoming vehicle.
The other vehicle was a 1993 Chrysler Concorde driven by
36-year-old Jason Alexander Greenwood of De Queen.
A passenger in Greenwood’s vehicle was complaining of injuries
and was transported to De Queen Medical Center for Treatment.
Officers learned that Greenwood had left the scene and Officer
Amy Turner located him at a construction site near the school.
Greenwood was transported back to the scene.
He was arrested and charged with driving on a suspended license,
Leaving the scene of and accident and he had an outstanding Sevier
County warrant. Damage
to Renfro’s truck was estimated at $1,000 and damage to Greenwood’s
car was estimated at $2,400.
ARKANSAS
LOTTERY COMMISSION TO HOLD PUBLIC MEETING 8/13/10
The
Arkansas Lottery Commission says it will hold a public hearing on its
plan to place 100 lottery vending machines in retail outlets.
The
Thursday announcement came as the anti-lottery Family Council held a
news conference to demand a hearing and try to pressure the commission
into waiting until the Legislature can act on the matter.
Family
Council director Jerry Cox says he believes there is enough public
opposition to warrant legislation that would ban the machines. Cox
argues that the machines will lead to underage gambling and make it
easier for compulsive gamblers to lose money.
Lottery
director Ernie Passailaigue (PASS-uh-lay) has argued that the lottery
needs the machines to ensure sales growth.
The
hearing is set for 1 p.m. on Aug. 19.
ARKANSAS
TOURISM SLIGHTLY SLOWER SO FAR

Arkansas
tourism is clicking at a slightly slower pace in the first half of 2010,
but state officials are confident that their product and message is not
the problem. Tourism tax collections, which help gauge the strength of visitors to
the Natural State, are down 2.9 percent year-to-date compared to one
year ago.
Arkansas'
Tourism Director, Joe David Rice said the economy has
had the most impact on tourism.
Not only is the country suffering from high and chronic
unemployment, the American psyche is damaged. Folks are cautious and
therefore reluctant to spend money. The travel industry has been hit
hard by this situation. Through May 2010, tourism taxes stood at $4.41 million. One year ago,
those tax collections were $4.53 million.
BURN BANS IN EFFECT FOR HOWARD, PIKE AND HEMPSTEAD COUNTIES -
8/13/10
Arkansas
Forestry Commission crews battled seven fires in the Southwest Arkansas
area on Wednesday. One major fire in Pike County burned 60 acres near
Lake Greeson before it was contained. According to Michael Whelan of the
AFC district office, all of the fires on Wednesday were caused by
lightning strikes. He says they are anticipating more fires due to
lightning and afternoon thunderstorms over the next several days. Crews
also battled at least one fire yesterday in Howard County. Many counties
including Hempstead, Howard and Pike remain under a burn ban. In related
news, the city of Nashville set a new high temperature record Thursday
at 105 degrees. The previous record was set back in 1980 at 104. 105 is
currently the warmest temperature Nashville has experienced so far this
year.
OZAN
MAN PLEADS GUILTY IN CIRCUIT COURT -8/13/10
An
Ozan man charged with two counts of Delivery of a Controlled Substance,
Cocaine, plead guilty Wednesday in Howard County Circuit Court. 28 year
old Myrone Gilliam was arrested in September of 2008 and then again in
December of 2008 for selling cocaine. In both counts he unknowingly met
with an undercover police officer on Front Street and sold about $30
worth of cocaine. Gilliam's sentencing is to be September 15th and he
will serve 14 years in the Arkansas Department of Corrections.
THREE REQUEST BENCH TRIALS IN
CIRCUIT COURT TO BE HELD NEXT TUESDAY -8/13/10
Three
defendants Wednesday in Howard County Circuit Court requested to appear
before a judge in a bench trial next week in separate cases. 23 year old
Brandon Burton of Hope is charged with robbery and criminal trespass
stemming from a 2009 incident, where Burton is alleged to have stolen a
cell phone case and computer software from the local Wal-Mart. 38 year
old Tomas Castro of Hope is charged with second degree forgery. He
allegedly has been using the social security number of a Florida man. 34
year old Cornelius Ester of Ozan also requested a bench trial Tuesday
and is charged with aggravated assault. Ester was arrested in September
of 2009 for allegedly pulling a pistol on two individuals and hitting
them. All three cases will be tried Tuesday.
Ashdown Schools Begin with “An Attitude of Excellence”

Ashdown School District Superintendent
Mike Walker told his district employees, “It’s all about attitude: The
choices we make, make us,” as he directed the annual District Faculty
Meeting and Breakfast on Thursday, August 12, in the AHS cafeteria with
a program entitled “An Attitude of Excellence.”
Walker welcomed staff and employees to the
new school year and asked campus administrators to introduce new
additions and announce alterations in their staffs. In addition,
District Homeless Liason Kim Befeld spoke to the group about Homeless
Education Compliance, and District Services Director Dean Lillard
delivered his mandatory Hazardous Materials Compliance report.
Walker closed the district meeting with a
motivational presentation entitled “Talent is Never Enough,” emphasizing
that Talent must be energized, activated and directed by elements of
Teamwork such as Belief, Passion, Perseverance, and Responsibility.
The 2010-11 school year gets underway this
week as teachers participate in staff development, campuses hold Open
Houses and Meet the Teacher Nights, and students return to the classroom
on Thursday, August 19.

"SUPER DAY" 08/12/10
If
you took a trip down Coulter Drive today, you would think that
school was already in session. In fact, it was!..........but only for teachers.
The De Queen-Mena Educational
Cooperative was hosting what we call "SUPER DAY" held at De Queen
High School Auditorium. Guest speakers come yearly to give
motivational words of encouragement, oftentimes engaging members of
the audience to participate.
This year's keynote speaker was
Bill Stainton, expert and author on The Beatles, the 1960's singing
sensation, and how we as teachers could apply five basic principles
that they mastered in each of our classrooms.
During a trivia contest, De Queen
schools was very well represented. Each participant had to be the
first to answer a question about The Beatles from the
audience. These participants, however, had to complete a task on
stage...they became The Beatles. Good-natured ribbing will continue
for years to come from these priceless photos of Kimberly Jarrell,
3rd grade teacher; Sarah Jane Hooper, Kindergarten teacher; Steve
Schlesselman, High School English; and Murray "Tuffy" Neely, High
School Assistant Principal. Now who said teachers never have fun?

HURT IN TWO VEHICLE ACCIDENT
8/12/10
 There
were no injuries reported Wednesday afternoon in a two vehicle accident
on hwy 71 North of De Queen.
According
to Arkansas State Police Trooper Mason Glasgow, Victor Esteban was
southbound in a Pontiac Van meeting an oncoming northbound Ford F-150
pickup being driven by Miguel Olvera.
Glasgow said as the two vehicles approached each other, Esteban’s van traveled
left of center and entered into the northbound lane of traffic.
Olvera said he saw the van veering into his lane and attempted to
avoid the collision by swerving left and into the southbound lane of
traffic, at the same time, Esteban attempted to get back into his lane
of traffic causing the collision.
Esteban
stated to Trooper Glasgow that he had fallen asleep and woke up just
before impact. Esteban was
cited for no driver’s license and driving left of center and Olvera
was cited for no driver’s license.

FIRE
DESTROYS BUSINESSES IN DOWNTOWN FOREMAN

A
late night fire destroyed buildings in downtown Foreman just before
midnight
Wednesday night.
Officials
say that Foreman Pharmacy and two vacant buildings were completely
destroyed and that other buildings in the area sustained smoke damage.
Firefighters were able to contain the fire to the south end of
the block that also houses Young’s Thriftway.
Young’s was not harmed by the fire and is open for business.
The Arkansas State Police investigators have been called in to
investigate the cause of the fire.

SUSPECT STILL BEING SOUGHT BY SEVIER

A
male suspect in a rape is still being sought by the Sevier County
Sheriff’s office.
Officers
are asking citizens that were in the area of hwy 71 north of De Queen on
Tuesday afternoon to call in if they noticed anything about the two
vehicles or people parked on the side of the road near the bridge just
south of C & W Bait Shop.
They are looking for any information you may have.
The driver of the car was a 19 year old female that was sexually
assaulted by the driver of the pickup truck.
The victim said that her car had overheated and the other driver
had stopped to supposedly help her.
The victim told officers the man offered to go get a jug of water
for her car and was gone approximately 5 minutes before returning to her
vehicle. Sheriff Monte
Stringfellow said the victim said the man asked her to get the jug of
water from his vehicle and when she went to do so, he followed her and
attacked her inside his vehicle.
The
vehicle was parked on the shoulder of the road and the attack took place
between 4 and
4:30 p.m.

ARRESTED FOR DWI IN

An
Eagletown Ok man was arrested for DWI in Sevier County Wednesday
morning.
According
to the Sevier County Sheriff’s office, Deputy Kristopher Hundley was
dispatched to a single vehicle accident on
Red Bridge Road
.
Deputy Robert Richardson assisted with the accident.
Upon arrival, Hundley identified the driver as being 23 year old
Jackie Dean Johnson of Eagletown.
Hundley
smelled a strong odor of alcohol coming from Johnson and asked if he had
been drinking. Johnson
stated no. Johnson agreed to
take a

and had a result of point one seven five.
He failed several field sobriety tests.
He was placed into custody and transported to the Sevier County
Jail. Johnson is charged
with driving on a suspended license and DWI.

HALF OF THE APPLICANTS WHO APPLIED WILL RECEIVE SCHOLARSHIPS

The
state's top higher education official says nearly half of the students
who applied for Arkansas Lottery college scholarships for the upcoming
year will get them.
Higher
Education Director Jim Purcell said Wednesday that, out of 54,533
applicants, 25,445 Arkansas Academic Challenge scholarships were
awarded.
"All
the students that got a scholarship have been notified as of
(Tuesday)," Purcell said, "some of them late in the evening. I
think we finished up around
11:30
."
He
said that applicants who did not receive a notification either did not
qualify or will be put on a waiting list.
The
scholarships are funded in part with the proceeds from a state-operated
lottery that began selling tickets last year after voters approved the
program in the 2008 election. Officials said that, last year, before the
lottery began, only 8,282 Academic Challenge scholarships were awarded,
less than a third of this year's total.
BOOK SIGNING ON FRIDAY THE 13TH

a psychiatrist in Mena, will hold a book signing event at Silver
Ink Books in De Queen on Friday, August 13th form 11 am until 1 pm to
promote his book "through the Hunter's prism: A Collection of
Stories about Hunting".
The book details his
hunting experiences throughout the world, from Alaska and Australia to
South Africa and new Zealand.
His work also
chronicles various social, military and political developments within
the countries he has hunted.
The book details the
culture, the danger and the importance of hunting game.
Meaney has been a
chemist, physician and psychiatrist. he has hunted the U.S. and
much of the world.

COUNTY SHERIFF’S OFFICE ASKING FOR HELP LOCATING A RAPE SUSPECT

The
Sevier County Sheriff’s Office is asking for help in locating a rape
suspect. Sheriff Monte Stringfellow said they are asking citizens who may
have been in the area of hwy 71 just south of C& W Bait Shop
round 4:30 Tuesday afternoon to call in with any information.
The incident was near the bridge and occurred in the offender’s
vehicle while parked on the side of the road.
The vehicles were parked hood to hood on the shoulder of the road
on the west side or by the southbound lane.
The vehicles were a car and a pickup truck.

the man standing outside the vehicles please contact the Sevier County

QUEEN MAN AIR LIFTED TO TEXARKANA HOSPITAL AFTER ACCIDENT

A
De Queen man had to be air lifted from an accident scene on hwy 71 north
of De Queen Tuesday afternoon.
According
to Arkansas State Police Trooper Chris Brackett, both vehicles were
traveling northbound on hwy 71. Brackett said 17-year-old Edgardo Salazar was in the outside
lane traveling at a high rate of speed coming up behind a northbound
18-wheeler and attempted to pass the truck.
As he went around, another northbound vehicle was alongside the
tractor-trailer rig at a slow rate of speed and Salazar was unable to
avoid hitting the vehicle being driven by 59 year old Usbaldo Gonzalez.
The impact sent the Gonzalez vehicle into the southbound ditch
and the Salazar vehicle came to rest in the northbound lane.
Air Evac transported Gonzalez to St Michael’s hospital in
Texarkana. All three
passengers in his vehicle were transported by Southwest EMS to De Queen
Medical Center. Salazar and his passenger were both transported to De
Queen Medical Center for treatment. Salazar was cited for no driver’s
license and careless and prohibited driving.
LITTLE
RIVER COUNTY JAIL TAX FAILS AGAIN

No
new taxes for Little River County.
That seems to be the general consensus of the county voters as
they once again reject a tax increase to build a new county jail.
There
were three ballot issues for voters to vote on and all three failed.
Question 1 was a Ľ cent temporary sales and use tax.
It failed by an unofficial tally of 950 for and 971 against with
37 under votes. Question 2
was the 1.8 cent permanent tax to be used to operate the county jail

There were 4 over votes and 16 under votes on that question.
Question 3 jail and enforcement facilities bonds failed by one
vote. The unofficial totals
were 967 for and 968 against with 23 under votes.
Little
River County Judge Clayton Castleman was unavailable for comment as he
is attending the Association
of Arkansas Counties Annual Conference in Hot Springs.
In
an earlier interview with Castleman, he stated it was costing the county
between 37 to 39 thousand dollars per month to house prisoners in other
facilities costing the county approximately $456 thousand dollars per
year. That does not include the costs to the county for
transporting the prisoners back and forth to the holding jails.

Lockesburg City Council met in regular session at 6:30 on Monday, August
9, 2010.
James
Jester approached the council about the stray dog problem. The Council
appointed James Jester to fill the vacancy on

Position 1, vacated by Matt Webb.
A
City thermometer was discussed. A request for a 3-way stop at Magnolia
and S. Park from a citizen was discussed. The Council chose not to
install the stop signs. The
Arkansas Department of Labor Safety issues were discussed. The Council
decided to move forward with a grant application from the Arkansas
Transportation Enhancement program for a walking bridge on N. Azalea
Street to tie in to the walking trail at the Ida Margaret Coulter Stone
Park.

COMPANIES REACH PEAK USAGE RECORDS

Hot
weather has led to peak electric usage records in Arkansas.
AEP-Southwestern
Electric Power Co. set a peak record Aug. 4 with a 4,990-megawatt load
on a 102-degree day. SWEPCO has 113,500 customers in southwestern
Arkansas and also serves parts of Louisiana and Texas.
The
old mark was 4,950 megawatts set on Aug. 4, 2008. Officials said many
SWEPCO customers will see higher bills because of hot weather, increased
electrical usage and higher natural gas costs
PIKE
COUNTY NOW UNDER A BURN BAN -
8/11/10
Pike
County has been placed under a burn ban until further notice. The
Arkansas Forestry Commission says this area is under a high risk of
wildfire danger. Fire-fighting crews suppressed three blazes in the
state yesterday that burned 33 acres. Several other counties in
Southwest Arkansas are also under a burn ban including Howard,
Hempstead, Little River, Nevada and Polk counties.

NEW SOCCER FIELDS TAKING SHAPE

Worker is progressing on a retaining wall
at the new soccer field in Herman Dierks Park in De Queen. Soccer fields
are only one phase of several improvements being made to the Park.
Park Director Karen Atkins said they will add a playground area nearby
and possibly a small covered pavilion. The City received a $100,000
50/50 matching grant for the project and Atkins said the fields should
be usable for the spring 2011 season.

Nashville
police say they made two
felony drug arrests over the weekend while conducting traffic stops. 22
year old Justin Byers of Nashville is charged with possession of a
controlled substance--Marijuana, after officer Greg Parker conducted a
traffic stop of Byers' vehicle.
Officers say Byers also has numerous
prior drug possession charges. His bond has been set at 25 thousand
dollars. While conducting an unrelated traffic stop, officers Jackie
Thomas and Jessie Ricks detained 24 year Ezell Adams of Mineral Springs.
Officers say they found a green leafy substance, thought to be
Marijuana. Adams, who also has a list of prior drug convictions, is
being charged with a felony count of possessing a controlled substance.
In addition to the felony arrests, three other misdemeanor drug arrests
were also made this weekend. Police say a traffic stop by officer Travis
Turner led to the discovery of a small amount of suspected Marijuana in
the vehicle of 23 year old Aaron Mosby. He's been charged with
misdemeanor drug possession.
Officers were also involved in a foot
pursuit of an individual over the weekend that led to the recovery of
suspected Marijuana and Hydrocodone pills. 23 year old Corey Pryor of
Nashville
is charged with two counts of
misdemeanor drug possession.
Howard
County
sheriff's deputies say they
also found a small amount of Marijuana while responding to an domestic
incident near Dierks. 29 year old James Younger of Mineral Springs is
charged with misdemeanor drug possession after deputy Jade Hughes said
he observed Younger being in possession of a metal container. Deputy
Hughes said he took the container from Younger and found rolling papers
and a substance believed to be Marijuana.

SERVICE WORKER CAUGHT WITH MARIJUANA ON THE
JOB

A
community service worker proved that he had not learned his lesson yet
when he was caught with a bag of marijuana while doing his community
service work.
According
to the Sevier County Sheriff’s office, a citizen called the jail and
reported that when she passed by the community service workers she
noticed that one of them was holding up a bag of what appeared to be
marijuana. The dispatcher
called Community Service director Mickey Pulliam who immediately called
the workers to his location. Upon
further investigation, one of the workers identified as 42 year old Gary
Holcombe of De Queen pulled the bag out of his boot.
Holcombe was taken into custody and transported back to the
Sevier County Jail where he was charged with possession of a controlled
substance, marijuana. Holcombe
was doing community service to work off a fine for DWI.

A
De Queen man was arrested for DWI during a traffic stop after running a
stop sign on
Locke Ave.
According
to the De Queen Police Department, Officer Ernesto Echevarria was
patrolling on
Locke Ave
when he observed a vehicle run
the stop sign at the intersection of Locke and hwy 399.
Echevarria performed a traffic stop and identified the driver as
39 year old Emigdio Ponce of De Queen.
Echevarria could smell a strong odor of alcohol coming from
Ponce
and
Ponce
admitted to have had been
drinking earlier in the day. He
had a

of point one-one-one.
He was taken into custody and transported to the Sevier County
Jail where he was turned over to Arkansas State Police Trooper Chris
Brackett who administered a
BAC
test to
Ponce
.
The
BAC
test result was point
one-zero-three.
Ponce
was charged with DWI and

Board of Education met in regular session
Monday, August 9, 2010
in the high school library
with the following action being taken.
The
board authorized the superintendent to apply for new license for the
Little Lion Learning Center, due to location change of the preschool,
and to contact realtors concerning sale of buildings on
Winthrop
campus.
The
board accepted resignation of Kevin Sullivan, teacher/coach and hired
Trudy Klitz as lunchroom worker.

board announced that there will be a ground breaking ceremony for the
new high school on September 2, at

SEVIER COUNTY QUORUM COURT
8/10/10
The
Sevier County Quorum Court
met in regular session and
heard a second reading of the sick leave ordinance and had a first
reading of an ordinance to continue to do business with an elected
official once the election is over.
Judge
Dick Tallman said the JPs approved a joint effort between the county,
city and chamber of commerce. Tallman said the three will be investing
in a web-site to promote economic development in the county.
Tallman also informed
the JP’s about an upcoming retirement reception for a retiring county
employee. Betty Smith will
be retiring from the Sevier County Library.
A reception will be held August 23rd and everyone is
invited to stop by and see Betty and wish her well.
Tallman
also told JPs that the recycling program was going well but there has
had to be a change in the plastic recycling.
The plastics are donated to the Howard County Children’s Center
and they have informed Tallman that they only accept plastic bottles to
be recycled.
JPs
Mike Archer, Coy Arnold and Roxy Stephens were appointed to a committee
for the development of the 2011 county budget and for investigation of
health insurance plans for county employees.
THE SALVATION ARMY THRIFT STORE
JULY REPORT 08/10/10
The current fiscal year for the Sevier
County Salvation Army Unit ends September 30 which means we have
completed ten months of our current fiscal year. During the past ten
months we have provided welfare assistance to 198 family units which
totaled $13,503. Utility assistance continues to be the high dollar
item and represents 50% of the total welfare requests. The remaining
50% covers rental assistance, lodging, vehicle repairs, medical costs,
and home burn outs. We have recently had two home burn outs in our area
and we are so thankful that we were able to provide these families with
temporary lodging and replacement clothing,
Our faithful donors of quality goods
coupled with our faithful Thrift Store shoppers provide a vital source
of our income and has resulted in increased sales volumes for the past
two months. We truly appreciate these donors and shoppers because with
our monthly sales volumes continuing to increase we will have additional
funds which will allow us to extend welfare assistance to more families.
I encourage you to stop by the Salvation
Army Thrift Store at 304 De Queen Avenue, meet store manager Tammy
Simmons, look the store over, and tell us what you think. If you have
any spare time please consider being a Thrift Store Volunteer. Tammy
will be glad to discuss this opportunity with you. We have several
faithful volunteers, but donations of goods continues to increase which
in turn increases the work load. If you could volunteer for one or more
days or a few hours during the course of a week, your time will be
helpful to us and sincerely appreciated. The Thrift Store operating
hours are 10 am to 5 pm on Monday, Tuesday, Thursday, and Friday. The
store is closed on Wednesdays but is open 10 am to 2 pm on Saturdays.

Razzle Dazzle holds day camp

Eighteen of the newest members
of De Queen Elementary's Razzle Dazzle show choir met with
Director, Stefani Jones, for Day Camp on Friday, August 6th to
begin working on new music and routines for the upcoming year.
The room was bursting with
energy and enthusiasm as they showed up one by one for their six
hour jump back into "school mode."

After half an hour of
team-building activities, one camper screamed, "Man DOWN!" Fits
of giggles ensued immediately.
Razzle Dazzle! is an audition only show
choir and was formed in 2007. Strict guidelines concerning
grade-point averages, behavior, and leadership are key factors.
Razzle Dazzle! is De Queen Elementary's own "Goodwill Singing
Ambassadors" that perform around the area, and as far away as
Little Rock, Arkansas. Mrs. Jones is overwhelmed with support
from De Queen School's Administration in allowing this
extra-curricular program to continue into its fourth year.

LLC an
Arkansas
based company announced
Monday, August 9th the full purchase and acquisition of
Crystal Falls Healthcare. NHO is owned by Steve and Susan Marinick of
Hot Springs
who also own Brookewood Nursing and Rehab along with other health care
facilities. The acquisition took effect on
Friday, August 6, 2010
and a full consolidation of
services will take place over the next ninety days. The acquisition was
prompted by the high number of unused resident rooms in the market and
duplication of services.
Arkansas
Health Services Permit Agency has calculated that
Sevier
County
has 84 more beds than the
projected need through 2015. In addition, government is examining ways
to improve efficiencies in healthcare and reduce duplication of service.
“While
a change of any kind can create stress or questions this is a change
that will strengthen the delivery of nursing home services which will
yield long term benefits for residents, families and the community.”
“The owners of Brookewood invested a $1,000,000 improving the facility
during 2008. This acquisition will give our community the kind of
economy of scale that will allow us to enhance services even more for
everyone. We will work with the staff and families of
Crystal
Falls
and Brookewood to ensure
caring for the residents remains our number one priority.” stated
Brookewood administrator, Melanie Marshall. She also added, “Ray
Reiss, interim administrator has been in facility management for 30
years and is very capable in assisting with this transition. He can be

As
part of the purchase, Crystal Falls Healthcare will be closed in
approximately ninety days and will undergo renovation. Future plans for
the facility have not been revealed. Once the transition is complete the
market will be assessed to determine how the facility can best be
utilized. Brookewood has the capacity to accommodate the majority of
Crystal
Falls
’ residents. Residents will
be offered assistance in a seamless transition to Brookewood or provided
help in transferring to any other facility of their choice. The transfer
of
Crystal
Falls
’ residents will be
coordinated by Melanie Marshall and interim
Crystal
Falls
’ administrator Ray Reiss.
Nursing
home care is a highly regulated industry that is funded for the most
part by the state. As state funds are stretched, nursing homes work even
harder to stay profitable. Brookewood believes this acquisition will
allow for an increase in the quality and number of services provided to
senior citizens in a more efficient manner. Nursing home staffing is
regulated by the number of residents at a facility. Consequently, as
residents move to Brookewood more and more of
Crystal
Falls
staff will be hired. The overall number of employees will remain fairly
static with the exception of some reduction of management and
administrative positions. The improved efficiencies in administration
will allow for a greater investment in residential care.

Three
people were arrested in
Lockesburg
City
Park
after officials receive a call
about littering.
According
to the Sevier County Sheriff’s office, Lt Chris Wolcott was dispatched
to
Lockesburg
City
Park
.
When he arrived he noticed a white car and identified the driver
as 20 year old Colby Bates of Locus Grove OK and the passengers as 19
year old Ridge Loyd Allmon of
Murfreesboro
and 22 year old Arron Lee
McGhee of
Nashville.
During an investigation of the situation, Wolcott
discovered a silver case in the front seat of the vehicle that contained
a green leafy substance believed to be marijuana, a glass pipe and a
grinder. Bates said he was
aware the case was in his car and that it belonged to his brother Aaron
McGee. McGhee said the
marijuana was his and also inside the case was an id belonging to Ridge
Allmon. All three were
arrested and transported to the Sevier County Jail.
They are charged with possession of an instrument of crime and
possession of a controlled substance.

DISCOVERED IN TRAFFIC STOP

A
traffic stop uncovered several items consistent with the manufacturing
of methamphetamine Friday night. According
to Arkansas State Trooper J.D. Jones, while on patrol near Horatio, he
spotted a vehicle travel left of center and preformed a traffic stop. The driver was identified as 34 year-old Louis Parnell of
Haworth
,
OK
.Parnell was very nervous and visibly shaking.
Jones asked Parnell to step from the vehicle and requested that
Deputy Clayton Yates bring his partner K-9 Max to his location.
Jones administered several field sobriety tests on Parnell in
which he failed. Parnell
told Jones that he had smoked marijuana earlier in the day and had used
methamphetamines the day before. Parnell
was placed into custody. Yates
told Jones that K-9 Max had alerted on both the passenger side and
driver’s side door of the vehicle.
While searching, officers found a small glass container that
contained a powdery substance and a powdery residue was found inside a
CD case. In the back of the
vehicle, officers located several items and chemicals consistent with
the manufacturing of methamphetamines. The scene was turned over to the
Arkansas State Police Drug Task Force.
Parnell was transported to the Sevier County Jail where he was
charged with manufacture of a controlled substance and DWI drugs. Parnell also had outstanding warrants out of
Oklahoma
for possession of dangerous
drugs and possession of drug paraphernalia.

Early voting in a
special election to decide the fate of a proposed Little River County
jail continues until
4:30 p.m.
today in the county clerk’s office.
Little River’s jail was shut down
December 31, 2009
for failure to meet state standards. As of Friday 190 county residents
had cast ballots early according to county clerk Deanna Sivley. That’s
already more than the 159 who voted early in the last vote on the
proposed jail.
Twenty-one percent of the county’s 7,962 registered voters made it to
the polls in October’s special election. All polling places in Little
River County will be open for Tuesday’s special election. Voters
rejected the initial proposal for a new jail 894-754 in October of 2009.
Senate
confirms Ark sheriff as US marshal

U.S. Senate has confirmed Polk County Sheriff Mike Oglesby as the next
U.S. Marshal for the Western District of Arkansas.
President
Barack Obama nominated Oglesby in June at the recommendations of Sens.
Blanche Lincoln and Mark Pryor.
Oglesby
has been sheriff of
Polk
County
since 1989. He served as the
justice of the peace for the
Polk County Quorum Court
from 1982-89, and was a
Polk
County
deputy sheriff from
1976-1980.
He
also was a patrol officer with the Mena Police Department in 1976 and
served in the Arkansas Army National Guard from 1969 to 1976.
U.S.
Marshals protect court officers, transport prisoners and apprehend
fugitives.

SPRINGS RESIDENTS PLEAD NOT GUILTY TO THEFT CHARGES -
8/9/10
Two
Mineral Springs residents pleaded not guilty to theft of property
charges in Howard County Circuit Court. 22 year old Jessica Davis and 44
year old David Martz are accused of stealing a hay bale roller in the
amount of $1300, scrap metal and metal shelves. Police received several
theft reports two weeks ago and after investigating found that
Davis
had signed for some of the
items after taking it to a local scrap metal yard.
Davis
' bond has been reduced to
$10,000. Both Davis and Martz' pre-trial date has been set for September
29th and trial date set for October 5th.

MAN
PLEADS GUILTY TO DRUG CHARGES -

A
17 year old
Nashville
teenager, charged as an adult has pleaded guilty to drug charges. Justin
Hopkins Ware of Nashville was charged with Delivery of a Controlled
Substance, Marijuana, after making a drug deal with an undercover police
officer, back in January of this year. Ware gave the officer a bag with
a green leafy substance for $40. He is to serve five years of probation,
pay a $1000 fine and spend 120 days in a regional punishment facility.
CCCUA Personnel Changes, New Hire 08/09/10
The administration of Cossatot Community College of the
University of Arkansas saw some significant changes July 1. A new
chancellor will take office, a new public relations and marketing
director will come on board, and several other upper-level management
changes will be made.
Steve Cole, who has served two years as Vice Chancellor and Academic
Dean, become Chancellor of the College. He succeeds Frank Adams, who
served as President of Cossatot Technical College and as Chancellor of
CCCUA for more than seventeen years. During Adams’ administration,
enrollment at the College rose from 91 to nearly 1500, and the College
expanded from one campus at De Queen to include campuses at Nashville
and Ashdown. Adams guided the College into the U of A System in 2001,
and has made CCCUA the only two-year college in the state supported by
sales taxes in three counties.
Cole said, "I’m confident that the close mentoring I received from
Frank Adams will stand me in good stead with the College family, the UA
Board, and the public we serve." Cole is a graduate of Henderson State
University, holds an MBA from Texas A&M University, and is near
completion of his Doctorate in Higher Education Excellence from Argosy
University.
Maria Parker, who has served in four different capacities in the
College in five years, will become Vice Chancellor of Academic Services.
Parker is a graduate of Henderson State University, from which she holds
both a BBA and an MBA. She is working on a doctorate in
Business-Organizational Leadership at Northcentral University.
Marketing/PR Director Mark Riley, who has served the College eleven
years in that capacity, will become the College’s Director of Grants. He
is a graduate of Rhodes College and holds an MA in Marketing from
Webster University. His successor is Alisha Lewis, a graduate of the
University of Southern Mississippi, who is moving to the College from a
Marketing/PR position at First National Bank of De Queen.
Kay Cobb is moving from a grant-writing position to become Director
of Academic Advising and Success Strategies. She holds an MSE in Adult
Education from UALR and an MSBA from TAMU-T. She has held several
positions at the College since starting in 1993; this experience will
assist her in developing an Advising Program and strengthen the
First-Year program that the College has. Boosting retention and
graduation will be the focus of her new position.
Steve McJunkins, Chair of the Division of Skilled and Technical
Sciences will be responsible for thirteen technical education and
career-development programs: Automotive Service, CADD, Collision Repair,
Cosmetology, Culinary Arts, Electronics/Electricity, Engineering,
General Technology, Information Technology, Radio/TV, Residential
Construction and Welding. He also oversees the management of the
Secondary Career Center, which provides college-level vocational
instruction to students from area high schools. He holds a degree from
Henderson State University and is Teacher Licensed with the Arkansas
Department of Education.
The new Director of Public Services and Workforce Development will be
Tammy Coleman, who has worked in workforce development and continuing
education at the College since 1998. She will continue to serve as the
College’s liaison with area business and industry. In her new role she
will also promote and handle bookings for the new Cossatot Amphitheater
at De Queen and the Barbara Horn Civic Center at Ashdown. She will
further assume responsibility for the non-credit activities formerly
managed by Maria Parker. Coleman holds a BSE from the U of A with an
emphasis in vocational education, and plans to pursue an MS in
Operations Management.
Judy Johnson will be the Assistant to Chancellor Cole. She previously
served as Assistant to Vice Chancellor Cole.
Denise Whisenhunt will be the Administrative Assistant III for Maria
Parker. She previously served as Assistant to Chancellor Adams.
Cole said of the changes, "The faculty, staff, and administration of
this college rates as the most exciting and capable in the entire state.
Frank Adams set up the dynamic at this college that always puts the best
talent at the best position, and these changes reflect that. What the
College has attained over the past 17 years is simply incredible, but we
are a long ways from being done. Our exciting team will continue to grow
the College and provide the most opportunities for students all across
the region."

Leopard Band Boosters Host
Reception for New Band Director 08/6/10

The De Queen Leopard Band
Boosters hosted a "Meet & Greet" for new band director, Jeff
Attaway, on Thursday night in the High School Band Room.
Cookies and punch met a host of excited band members and
parents as they came to introduce themselves. Mr. Attaway
was pleased with the turnout as well as the encouragement
received from students and parents.
Band Booster President,
Raymond Sowell, greeted everyone and reminded them of
upcoming events. Leopard Pride Band Camp begins Monday,
August 9th and ends Friday, August 13th. Concession stand
clean-up day is set for Saturday, August 28th, from 8:00
a.m. to 12:00 noon.
The band has also set up a facebook
group called "PROUD Supporters of De Queen High School Band"
which will allow the community to leave encouraging words of
support for band members, in addition to posting reminders
of upcoming events for students and parents.
As we are in
our second year of a newly remodeled Concession Stand at
Leopard Stadium, the following businesses have already
jumped in line to help out during the home games: CCCUA,
Arkansas Dept. of Health, First National Bank, and the De Queen/Sevier
County

NAKED
MAN SHOT IN FOOT IN TOM OKLAHOMA
8/6/10
A Naked man that
was first seen sitting in the middle of the road at the
Arkansas/Oklahoma State Line near Tom, OK was shot in the foot after he
entered a residence.
According to
reports, the series of events began when a woman called a local grocery
store owner stating that a naked man had been shot in her yard.
McCurtain County Deputies arrived in the area of line road and
took several statements from different witnesses.
The investigation
of deputies Scott McLain and Bruce Johnson stated that the 21 year old
man was first spotted in the middle of the of Line Road that divides
Arkansas and Oklahoma. A vehicle pulled up and an elderly driver attempted to go
around the man. The man
then jumped onto the vehicle holding a piece of PVC pipe.
The elderly driver continued to drive down the road approximately
2 miles before the man fell off the car.
The man then walked
to a nearby residence where he proceeded to go into an open home. When
the female resident saw the man she woke up her husband that was asleep
on the couch. The husband then grabbed a shotgun from nearby and the naked
man ran into the laundry room then back through the living room and back
into the yard. The
husband fired a shot into the air and the naked man continued to stare
at him. The man then came at the husband who fired a shot at the
ground. Some of the pellets
from the shotgun shell hit the naked man in the foot.
He was taken into custody and transported to McCurtain County
Memorial where he was given a gown to put on. The man refused treatment
of the gunshot wound and attempted to leave the hospital.
He was detained by Hospital security until officers arrived to
take him back into custody. The
doctor’s spoke with the man’s mother who told them the man was
bi-polar and had not been taking his medications.
The man was charged with first-degree burglary and indecent
exposure.
LINCOLN
CALLS FOR REPEAL OF SECTION OF HEALTH CARE 8/6/10
Arkansas
Sen. Blanche Lincoln is calling for a repeal of a health care law that
requires nearly 40 million U.S. businesses to file tax forms for every
vendor that sells them more than $600 in goods.
Lincoln
announced Friday that she signed a proposal by Republican Sen. Mike
Johanns of Nebraska to strike the provision from the law. Lincoln's
office says she's the first Senate Democrat to sign on to the amendment.
Lincoln
says she believes the provision would unfairly burden small businesses
with paperwork.
She
supported the health care measure that President Barack Obama signed
into law, but voted against a companion measure. She faces a tough
re-election fight against Republican Congressman John Boozman in
November.
The provision is to
take effect in 2012.

DEER HUNT TO BE HELD AT LAKE MILLWOOD -8/6/10
The
U.S. Army Corps of Engineers is taking applications from hunters age 15
and younger who want to participate in a special deer hunt November 6th
and 7th at Millwood Lake. Five permits will be issued to young hunters
who seek to experience the outdoors and hunt in a location that is
normally closed to hunting. Applications must be submitted by September
17th. Applicants must have an adult assistant who is at least 21 years
old. Three permits will be available for rife only and two permits will
be available for muzzleloader or shotgun. For more information or an

ARRESTED FOR DOMESTIC
BATTERY

A
Gillham man was arrested early Thursday morning and charged with
domestic battery in the 3rd degree.
According
to the Sevier County Sheriff’s Office, officers were called to a
domestic disturbance at
116 South 2nd Street
in Gillham.
Upon arrival, Deputy Kristopher Hundley and Deputy Mickey Pulliam
spoke with a neighbor of the victim. The victim was identified as Janice
Ellen Harold. She told
officers that her husband Michael Harold had beaten her after they had
gotten into an argument. Janice had multiple wounds to her face and
head. Michael Harold was
placed into custody and transported to the Sevier County Jail where he
was charged with domestic violence in the 3rd degree and
jailed.

BEEBE ORDERS REVIEW OF STATE VEHICLES

Gov.
Mike Beebe wants a detailed review of all the vehicles in the state's
8,653-vehicle fleet.
Beebe
said Wednesday that because of inconsistent data from state officials
he's ordered the Department of Finance and Administration to look into
the fleet. The governor says he wants justification for each vehicle's
use and why it's necessary.
Beebe says he's asked
DFA director Richard Weiss to conduct the review. Weiss says he sent
letters Wednesday to all state agencies, institutions and offices asking
for information about their vehicle fleets.

requests for a temporary restraining order to halt work at Southwestern
Electric Power Co.'s John W. Turk plant in
Hempstead
County
.
The
Sierra Cluib and Audobon
Arkansas
argue that the U.S. Army Corps of Engineers should not have issued water
permits to the plant because it will harm the environment.
Wilson
ruled that the request was moot because he already planned a hearing in
September on a preliminary injunction request.
A hunting club in the
area is also seeking an order to temporarily halt the plant's work.

EXTENDS MORATORIUM ON
NEW
CAMPUSES

The
Arkansas Higher Education Coordinating Board (AHECB) voted Friday to
extend the ten year moratorium on new campuses in the state to
June 1, 2020
.
The
existing moratorium was imposed until 2010 when the AHECB at that time
deemed it in the best interest of the state of
Arkansas
to consider the negative consequences of
further dividing the $560,000,000 presently being sent to colleges and
universities in the state of
Arkansas
. After discussing this topic on Friday in
Little Rock
, the Board saw the same need to extend the
moratorium.
In
Southwest Arkansas
, there had been a rumor floating around that
Cossatot
Community College
of the
University
of
Arkansas
was toying with the idea of making their
Nashville
site a stand-alone campus. This is simply
untrue according to CCCUA Chancellor Steve Cole.
Cole’s
statement was validated when the AHECB voted on Friday to extend the
moratorium on new campuses. The one exception that the legislature
granted in 2000 was the planning for a brand new campus for Arkansas
State University of Heber Springs.
De Queen Chalice Cupboard Food Ministry
Report for July 2010 08/05/10
Distributions of food from the De Queen
Chalice Cupboard during July, 2010, totaled 613 pounds for 52 people
living in 19 home units, which included 52 adults and 20 children and
youth.
Additions to the Chalice Cupboard food
pantry in July, 2010, totaled 625 pounds. Included were 111 pounds from
three congregations—Old Missionary Baptist Church, First Presbyterian
Church and Saint Barbara Catholic Church. Personal donations totaled 34
pounds. Seventy pounds of rice was contributed by Millwood Trucking in
Nashville. Additional food was purchased locally in the amount of 410
pounds.
A current suggestion for food donations is
macaroni and cheese.
It is noted that food distributions during
the first six months of 2010 totaled 4,407 pounds, received by 398
people—253 adults and 145 children and youth. Food added to the pantry
during these six months totaled 3,341 pounds—804 donated, and 2,537
purchased. In comparison, food distributed during the twelve months of
2009 totaled 7,685 pounds for 718 people—418 adults and 300 children and
youth.
The De Queen Chalice Cupboard is located
at 315 North 5th Street in De Queen. The pantry is open for
the distribution of food weekly on Wednesday and Friday from 2:00 till
4:00 p.m.

Little
River
County
voters are asked to go to the poles and vote on a tax that will allow
the county to build a new 64 bed jail.
The special election
will be held Tuesday, August 10th but early voting is going
on now through Monday August 9th.
Early voting is being conducted at the Little River County
Courthouse in the
County
Clerks
office.
On October 13th
of last year, voters rejected the same tax increase that would have been
used to construct a new 96 bed facility.
The 96 bed facility would have cost the county 6.7 million
dollars. The new proposal of
a 64 bed facility will cost the county 4.9 million dollars.
Little
River
County
’s jail was closed December 31st after violations of state
standards was cited by the Arkansas Criminal Detention Facilities Review
Committee. The Committee
threatened a lawsuit to close the jail, however, county officials
offered a compromise of voluntarily closing the jail if the committee
would allow them to use the facility to hold prisoners on court days
while waiting to appear before the judge.

coming. They will feature De Queen. The main filming will be done at

local restaurant. They want to talk to people in the community to see
what they like about living here and why this is their home. They always

STATE
REVENUE UP FROM FORECAST
8/4/10
State
tax collections in July were 3.3 percent above forecast and 4.8 percent
above last year, leaving the director of the state's finance office
optimistic that the state's economy might be improving.
Net
available revenues in July totaled $370.6 million, 14.8 percent above
the monthly forecast, though $41.4 million or 10.1 percent below last
year due to one-time transfers of funds to general revenue at the
beginning of the current fiscal year, Weiss said.
Gross
receipts, income tax collections and corporate income tax collections
were all above forecast for July.
Billy Ray McKelvy To Seek Re-election As De Queen Mayor

I
am announcing today that I will be a candidate for re-election as
Mayor of De Queen, Ark. in the Nov. 2 General Election.
It has been an honor to serve the citizens of De Queen as mayor
since May, 2005. I was elected to complete an unexpired term and
re-elected to a full term in 2006.
I believe the City of De Queen has made strides in several areas
since 2005. The Arkansas Highway Department has completed a
five-lane expansion of U.S. Hwy. 70 through De Queen that has
improved the flow of traffic through town and the U.S. 70-71
intersection. This project involved $2.5 million worth of work to
relocate city utility lines.
The waste water department has completed the construction of a $7
million waste water treatment plant that finally puts the city in
compliance with state discharge limits. The new plant has reduced
the city's cost for electricity and almost eliminated the need for
treatment chemicals. The Arkansas Department of Environmental
Quality has lifted a consent order against the city and odors from
the plant are eliminated.
The city's water department is producing high-quality water at some
of the lowest rates in Arkansas. The city has upgraded intake pumps
at the river and has generators installed at key points in the water
system. The city's street department has spent $1 million on street
paving in the last five years.
During my administration, the Parks Department has put all electric
utilities underground and paved the street in Herman Dierks Park.
The city has received grants to build a soccer field and improve the
appearance of a creek in the park. Records for Redmen Cemetery have
been computerized with new maps and records updated.
The City of De Queen has cooperated with Cossatot Community
College--UA to develop an amphitheater and create additional parking
at the Hwy. 70 West Sportsplex.
The De Queen Fire Department has acquired a new rescue vehicle with
the help of a state grant, upgraded a pumper truck to a later model
and purchased a new, more powerful auto extrication tool. In 2006,
the fire department improved its fire protection rating from a class
6 to a class 4 after an inspection by the Insurance Services Office.
This could mean lower insurance premiums for city-dwellers.
The Code Enforcement Office has overseen the demolition of eight
dilapidated buildings inside the city, including two that recently
were removed through the condemnation process.
The De Queen Police Department has 13 sworn officers. A community
service program makes use of inmates in the county jail to patrol
litter, work on parks and staff one position on the sanitation
truck.
The City of De Queen is in sound financial condition with all
departments operating within budget and cash reserves that can be
used for capital projects in the future.
Relations between Sevier County and the City of De Queen are good
and the two entities have cooperated on several projects.
While Sevier County's economy has fared well until now, the area
will face several challenges in the months ahead, including the loss
of some industrial jobs. I will work to bring jobs to the area. I am
maintaining a list of available buildings on a state-sponsored web
site and I am working with the state DINA office to create a
combined city-county-chamber web site that will present out assets
to the rest of the world. In addition, I have enrolled in Community
Development Institute, a three-year program to train local leaders
in economic development.
It has been an honor and a privilege to be entrusted with the
business affairs of the City of De Queen. I have enjoyed being your
mayor and I hope you will allow me to continue. I humbly ask for
your vote and support in the Nov. 2 General Election.
POLK COUNTY IMPOSED BURN
BAN
08/04/10
With a ordinance signed effective at noon on Tuesday, August 3rd,
Polk County Judge Ray B. Stanley has prohibited outdoor burning in
Polk County until further notice.
Stanley stated that a long duration of dry weather, with lack of
adequate rainfall or precipitation and a warning from the national
Weather Service for high velocity winds, created dry and hazardous
conditions throughout Polk County. Fire Districts in the
county also reported numerous calls and dangerous conditions.
Once again, there is a burn ban in place until further notice for
Polk County. No outdoor burning shall be permitted without the
verbal or written consent of the Polk County Judge.

BUNYARD ANNOUNCED BID FOR
RE-ELECTION 08/04/10
Teresa
Bunyard announced Tuesday that she will seek re-election to a sixth
term as Alderman, Ward Two, Position One on the De Queen City
Council in November.
Bunyard earned a B.S. degree in
secondary education from East Texas State University in 1987, a
master’s degree in 1993, and passed the C.P.A. exam receiving her
license. After being employed for two years as the Office Manager at
the Sevier County Farmers Co-operative, Bunyard worked for seven
years as Chief Fiscal Officer at Cossatot Community College of the
University of Arkansas. She is certified to teach both Math and
English at the high school level, and business and accounting at the
college level. She and her husband, Jay, own and operate radio
stations in Arkansas, including KDQN AM-FM in De Queen.
Alderman Bunyard has two sons,
Jacob, age thirteen, and Jack, age eight. The Bunyard family attends
the First Assembly of God Church.
Prior to serving on the City
Council, Bunyard served for three years on the City’s Planning and
Zoning Variance Board from 1995-1998.

special back to school immunization clinics to help school age children receive

COUNTY FARM BUREAU DONATES DOG FOOD
8/3/10

The Sevier County Farm Bureau donated 1000
pounds of dog food to the Sevier County Humane Society Tuesday morning.
President Bruce Jackson and Agency Manager
Grant Smith presented the 25 bags of dog food to Karen Mills at the
shelter located on North Robinson Loop in De Queen.
Mills
said the food would help the shelter survive until the end of the
year when the dog shelter will be closed down until further notice.
With this donation, they will use the money previously used
for feed to purchase other things such as portable pens for their
foster shelters around the county.
Mills also said donations are still needed for shelter.
They need flea collars for the animals as well as cat food. They are saving money to build a shelter to keep dogs and
cats in a climate-controlled center.

FORESTRY COMMISSION FIGHTS FIRES IN THE COUNTY
8/3/10
The Arkansas
Forestry Commission was busy fighting fires in Sevier County Monday
afternoon and evening. According
to County Ranger Harrell Sherwood, three fires with the largest
being north of De Queen near Ladd Bridge and the Almond Church.
This fire spread from a brush pile that was burning at a
nearby residence. The
fire consumed approximately 9 acres and took fire fighters over 4 ˝
hours to contain the blaze.
Rangers
used three airplanes out of hot springs dropping water on the blaze
as well as dozers. Sherwood
said the De Queen Fire Department assisted the firefighters at the
airport by helping refill the planes with water.
Two other
smaller fires were contained fairly quickly.
One was near Damascus Church just south of Lockesburg and the
other was located between Lockesburg and Provo.
These to fires are believed to be possible arson.
An investigation is ongoing.
Sherwood wants
to remind citizens that with the temperatures on the rise, the
possibility of a forest fire is high.
Please be careful if you are burning outdoors as the fire is
not only dangerous to the forest animals but also to the firemen
fighting to put them out.
The
Forestry Commission lost a fireman Monday morning on his way to
fight a fire in Lafayette County.
The
Arkansas Forestry Commission is responsible for the protection of
19,727,978 acres of non-federal forestland in Arkansas. Wildfires
occur in every month of the year, but are most prevalent in the
spring and late summer. The commission also maintains records of all
wildfires that occur each year. Wildfire reports are available from
1935 to the present except for the years 1938 and 1939. The records
for these years were burned in a fire.

SPRINGS SCHOOL BOARD MEETS - 8/3/10
The
Mineral Springs School Board hired several new employees during
Monday's school board meeting. Michael Smith of Ashdown was hired as
an assistant football coach. Smith has coached previously at Pine
Bluff. Also hired was Tyler Matthews, Mineral Springs Elementary
teacher, Donna Deer and Jan Stewart, cafeteria workers, and Tammy
Nolan, Saratoga Early Childhood. The board hired a new Saratoga
Principal, Bonnie Dixon-Smith, who is an educator from Chicago and
has local ties. Smith says she is very excited to begin and to help
the district students learn and achieve their potential. Mineral
Springs Elementary Principal Jeanie Gorham announced that the school
had received a preliminary letter that stated they had met adequate
yearly progress for the last two years and were off the school
improvement list. She also said that students taking the Algebra I
test at both campuses scored 100% and would not require any
remediation. Also the 8th grade literacy score is at 92%, well above
the state average.

RESIDENT FINDS DIAMOND - 8/3/10
A
Texas resident recently found a 2.93 carat yellow diamond at the
Crater of Diamonds State Park in Murfreesboro. Angela Vickers of
Winnsboro, Texas found the sparkling yellow diamond, about the size
of an English pea, in the East Drain area last week.
So far this
year, 359 diamonds have been found at the park. For more information

A Gillham man
was air lifted to CHRISTUS St. Michael’s Hospital in
Texarkana after he was ran over by a fork lift early Monday morning.
Details are
sketchy at this time but family members say the victim is William
Jerral Haarmeyer of Gillham.
Haarmeyer
is a live haul driver for Tyson Foods of Grannis and was picking up
chickens at a farm in
McCurtain
County when the accident occurred.
Haarmeyer
had multiple injuries and was transported by Air Evac to the
Texarkana
facility where he is listed in critical condition and remains in ICU.

QUEEN WOMAN ARRESTED FOR POSSESSION
8/2/10
A De Queen
woman was arrested for possession of a controlled substance and
possession of drug paraphernalia during a traffic stop south of
Falls Chapel.
According to
the Sevier County Sheriff’s office, Deputy Clayton Yates was
patrolling
US hwy 71 south of Falls Chapel when he observed a vehicle travel left
of center and across the fog line several times.
The driver was identified as 51 year old Glenda Kay Parks and
the passenger as Ronald Daniels.
Parks started acting nervous and during the investigation, a
glass smoking device was found inside a small black purse in the
driver’s seat. Parks
was placed into custody and during a routine search of her person,
Parks pulled a clear plastic bag out of the back of her pants that
contained several pills that she identified as Hydocodone.
Parks was transported to the Sevier County Jail where she was
charged with possession of a controlled substance and possession of
drug paraphernalia.

KILLED IN SATURDAY AFTERNOON WRECK -
8/2/10
A 21 year old
Nashville
resident was killed in a one vehicle accident Saturday afternoon in
the Midway community. According to the Arkansas State Police, Oscar
Pacheco-Martinez of 208 Clermont Street, was driving a 2000 Lincoln
Navigator north on Highway 27 when the vehicle ran off the roadway,
overcorrected and overturned. The victim was pronounced dead at the
scene. State police say
Martinez
was not wearing a seatbelt.

GETS 30 YEARS FOR TRYING TO BLOW UP HIS WIFE IN DE QUEEN

An
Ashdown man pleaded guilty to attempted murder and received 30 years
for trying to blow up his estranged wife in De Queen.
According
to reports, 52 year old Danny Adcock pleaded guilty in Sevier County
Circuit Court. On the
night of June 11th, Adcock attempted to wire Christy
Adcock’s car to explode when she started the engine.
Adcock told Judge Tom Copper that apparently he had put the
wire on the wrong thing because the gas tank did not ignite when his
wife started the car.
Christy
Adcock had filed for a divorce and was staying with her sister who
lives in De Queen. Christy
had called the law that night stating that her estranged husband was
trying to gain entry into her sister’s home.
When police arrived, they did not locate Adcock. He was found
the next day lying along the railroad tracks near
Winthrop
,
AR.
Officials say he was
semi-conscious suffering from heat-exhaustion and dehydration when
he was found. Adcock was
transported to

CHARGED WITH DWI

A Lockesburg
man was arrested during a traffic stop in De Queen and charged with
DWI.
According to
the De Queen Police Department, Officer Wayne Baker observed a
northbound truck run upon the curb while traveling down the road.
The driver was identified as 36 year old Francis John Hanley
of Lockesburg. Hanley
had a
PBT
of point one-four-seven. Hanley
failed several field sobriety tests. He was placed into custody and
transported to the Sevier County Jail where he had a
BAC
test result of point-one-four-three.
Hanley was charged with DWI.
TWO
LOCAL RESIDENTS FACE FELONY CHARGES FOLLOWING DRUG BUST -8/2/10
Two
people have been arrested on drug charges as
Nashville officers and the South Central Drug Task Force personnel served a
search warrant.
34 year old Tony Hutchison and 27 year old Amber
Thompson are facing felony charges following their arrest at a home
near the Howard County Courthouse on
2nd street . Inside the home, police say they recovered about a pound of
processed Marijuana, packaging material, scales, storage containers,
various other drug paraphernalia along with 400 dollars in cash and
a 22 caliber firearm. According to police, the street value of the
drugs is listed at 16 hundred dollars.
In recent months, officers
have been conducting an undercover operation they say included the
purchase of Marijuana on several occasions at the residence and
local police say they have also received reports of Marijuana being
distributed from the home. Both individuals are being charged with
possession of a controlled substance--with intent to
deliver—Marijuana and for possession of drug paraphernalia.
Hutchison is also facing Marijuana delivery charges from a previous
investigation. The pair was taken into custody without incident.
Hutchison's bond has been set at 50 thousand dollars. Bond has not
been set for Thompson.
GAMBLING
PROPOSAL NOT READY FOR NOVEMBER BALLOT

A proposal to
offer casino gambling in seven counties in
Arkansas won't be on the November ballot after a
Texas businessman missed a deadline to file a petition with the Arkansas
Secretary of State's office.
Businessman
Michael Wasserman had said in January that the approval of a state
lottery by
Arkansas voters had encouraged him to start a petition drive to place a
casino gambling amendment on the ballot. He needed to collect more
than 77,000 signatures on the petition.
But the Secretary
of State office's spokeswoman, Sandra McGrew, says Wasserman did not
submit a petition by the July 2 deadline to make the November
ballot.
Wasserman had
proposed that seven counties including
Miller
County which includes
Texarkana could have casino gambling, with the casinos operated by his
company, Arkansas Hotels and Entertainment Inc.
SEVIER COUNTY 4-H ASKING FOR DONATIONS

This year's Sevier County
Fair and Rodeo is scheduled for August 23-28, 2010.
Thursday the 26th is Senior Citizen's Night. The 4H'ers
will be passing out Senior Citizen Gift Bags and they
are asking for donations of items or ike to donate items
or money to stuff the bags. ..The bags are 5"x7". So
far the items they have received are small first aid
kits, hand sanitizer and pens.
Some items they like to
include are hand lotion, notepads, pencils, individual
snacks, or gift certificates to local restaurants. They
are expecting 60-100 senior citizens and approximately
35 of them will be nursing home residents.

Coordinator, Jennifer Rutherford Modrak, says it's not
too late to for students to apply for college. She
wants to encourage these students to gather all the
necessary materials and apply to UCA in Conway.
Deadline is the first day of classes, August 26th.
UCA is offering this $2,000 First Time Freshmen
Leadership scholarship to incoming freshmen to
assist with those initial costs of Freshmen year.
The scholarship is a for one semester and cannot be
renewed, but would help students get going in their
academic career.

residents with the transition of Husqvarna relocating their main
operations to Nashville, a group has been formed to explore the
possibility of shuttling employees to Nashville from De Queen.
We realize that this will be a
financial burden on the employees and we want to help relieve this.
We are gathering information on
grants, etc. to help our displaced workers.

of De Queen, and County of Sevier are all working together to find a
solution and to help our local citizens.
HUMANE
SOCIETY OF SEVIER COUNTY EXPERIENCING HARD TIMES

For
14 years the Sevier County Humane Society has provided a glimmer of
hope for animals previously facing grim circumstances.
Unfortunately, for a while after 2010, this will no longer be the
case.
Over the
course of the humane society's existence, there have been three
presidents and numerous volunteers to serve its cause. The first and
third president died of cancer, and Karen Mills was the second for
10 years. When the humane society was first formed, she allowed it
to place the animal shelters on her property. Inadequate when the
shelters were first put in, they are now seriously deteriorated and
in need of replacing.
While the
Mills still hope to build their dream of a new shelter, they will
have to find foster families for about 30 dogs right now. Both Karen
and her husband have had health issues, and due to lack of funding,
the shelter is being forced to close, at least temporarily.
Currently the
Sevier County Humane Society is housing 19 medium and large dogs, 10
small dogs, 13 cats, and five kittens. While the cats may have to be
sold, they're also looking to PetSmart in Texarkana to find homes
for the young animals.
Expenses can
accumulate said Karen, and have seriously threatened the humane
society's existence. To spay or neuter a small dog is $58 each, plus
a three year rabies shot and money on other vaccinations. On top of
that, bigger dogs are obviously harder to adopt out. Some are even
aggressive in certain situations due to abuse by their previous
owners, but they're sweet animals overall, said Karen, and just in
need of a home.
Though the
Humane Society is a non-profit organization that thrives off
volunteer services, it is currently paying for most of the dog care
on its own.
Karen said
there are many reasons why the present shelter must close, at least
temporarily. Funds and ways to get them are lacking. The Mills'
health is declining without the necessary amount of help around the
shelter. And the haphazard economy isn't helping, either.
About the time
Karen and her husband had the money saved to build a new structure
for their many guests, she fell ill. When they began building, the
price of lumber skyrocketed.
Vet bills have
jumped, too, and the assistance the humane society once received so
freely from the community has fallen. Wal-Mart and Fred's often gave
the society broken bags of dog food to save it money, but even
that's become difficult because everyone's had to cut back.
The utilities
the Mills have to work with are 14 years old, especially the animal
pens on their land. Those were built in the second year of the
humane society. Once the dogs are all gone, Karen plans to focus on
getting well again and rebuilding her savings account to continue
work on a new animal shelter.
The Humane
Society plans to continue its spay and neuter clinics with the hope
that Sevier County residents will initiate changes in their own
homes. It also requests that the residents do not bring animals they
do not want – room is running out. If anyone has pure breeds, they
should be contained to prevent mix-breeding and mutt puppies. She
said don't make excuses - get those animals fixed.
Unfortunately,
the human society's remaining animals may have to be euthanized. But
Karen has high hopes that they will all be adopted first.
The Humane
Society is not quitting, but simply slowing down. Its coordinators
are tired, buried in expenses, and have interests of their own.
Currently they are having difficulty sustaining a sufficient supply
of cat and dog food, but if the community pitched in, they could
maintain until the end of this year.
The county's
animal shelter is begging its residents to lend a hand however they
can. Aid is very difficult to find these days. Someday, though,
Karen said the human society will be able to construct its dream
shelter and help more animals than ever.
To add a
silver lining to this news, the tan dog that was featured in The
Bee's previous edition was seen and adopted by a local family. She
was taken to her new home soon afterwards.

REPORTS GUN STOLEN FROM VEHICLE

A
De Queen Man reported that a gun was stolen from his wife’s
vehicle sometime within the past three weeks.
According
to the Sevier County Sheriff’s office, Tom Harding of De Queen
came to the Sheriff’s office and reported that a Charter Arms off
duty 5 shot 38 special handgun had been stolen out of his wife’s
vehicle. Harding said
Mrs Harding works at South Eastern College in Idabel and has been
moving things from her office to home and has had several people
helping her load an unload her vehicle.
The gun was last seen three weeks ago.
An investigation is continuing.
The gun and holster was valued at $385.
FOREMAN
SCHOOL BOARD MEETING

The Foreman
School Board met in special session on Monday, July 26th
in the Oscar Hamilton Elementary Library.
Mr. Bennett
updated the Board on the Cafeteria renovations and said the gym
project is on going.
Bennett told
the board that there is an insect problem at the cafeteria. Terminex
has provided services and the problem seems to be getting better.
Bennett also said there are bats in the high school
auditorium. Bennett will
contact the health department to have the bat problem taken care of.
The board hired
Sara Stewart as second grade teacher and Jennifer Bearden as
pre-school teacher.
The
University
of
Arkansas System
’s Criminal Justice
Institute in
Little Rock
will receive a $1 million
grant from the U.S. Department of Justice to fund training for rural
sheriffs and police chiefs across the country, members of
Arkansas
’ congressional
delegation announced today.
The
grant will provide continued funding for the Criminal Justice
Institute’s Rural Executive Management Institute, which offers a
four-day course for police chiefs serving cities with populations of
25,000 or less and sheriffs serving counties with populations of
50,000 or less.
More
than 700 people, 72 of them from
Arkansas
, have participated in the
program since it was created in 1995. The course covers topics such
as management, budgeting, grant writing and technology.
The
training is offered at no charge to the participants. The federal
grant will support instructors’ pay and participants’ travel
expenses.
IRS
offers amnesty to delinquent nonprofits

About
3,000 nonprofit organizations in
Arkansas
are at risk of losing
their tax-exempt status because they failed to file federal tax
returns for 2007, 2008 and 2009, the
IRS
says.
The
3,009
Arkansas
organizations are among
325,000 small nonprofit organizations across the country that failed
to file returns for the past three years, the
IRS said in a news release.
The organizations can preserve their tax-exempt status if they file
the delinquent returns by Oct. 15 under a one-time amnesty program.
The
Pension Protection Act of 2006, which took effect in 2007, requires
all tax-exempt organizations other than churches or church-related
organizations to file annual tax returns. An organization that fails
to file a return for three consecutive years automatically loses its
federal tax-exempt status.

Cities
in
Arkansas
that have passed laws
banning synthetic marijuana are being asked to repeal the bans now
that a new state rule is in place.
The
Arkansas Municipal League attorney Mark Hayes says he's e-mailed
cities with such laws because the Arkansas Health Department
approved an emergency rule prohibiting the sale of the substance
known as
K2
.
K2
is sold as incense under
brand names such as Spice, Genie, Blaze and Zohia.
The
state Board of Health approved the rule on July 2 prohibiting the
sale of the substance for 120 days. The board is now working on
permanent restrictions on the compound.
$20
MILLION TO BE USED IN 8 STATES TO CREATE HABITATS FOR MIGRATORY
BIRDS

The
government is doling out $20 million to farmers in eight states
including
Arkansas
to create habitats for
migratory birds whose usual Gulf wintering spots may be fouled by
the massive BP oil spill.
The
farmers are being paid to keep their rice, crawfish and soybean
fields flooded for months longer than usual.
Biologists
with the U.S. Department of Agriculture's Natural Resources
Conservation Service hope the birds will stop on the farms to find
food and rest. They hope that if they arrive at oiled habitats they
will know to return to the farms.

. They are along a major
flyway.
NASHVILLE
WOMAN ACCUSED OF FORGING FEDERAL JUDGES SIGNATURE

A federal indictment accuses a
former Nashville woman of forging the signature of a federal
bankruptcy judge in Texarkana.
Terah Mumau formerly of Nashville,
Arkansas is accused of signing the name of Judge Richard Taylor onto
documents that would free her from bankruptcy debt. Taylor is the
chief bankruptcy judge in Arkansas.
Mumau and her husband filed for
Chapter 13 bankruptcy in February 2009. She allegedly forged
Taylor's name on Nov. 2, 2009.
The couple lived in Nashville,
Ark., at the time of the bankruptcy filing. She later filed an
address change with the court saying she had moved to Fort Worth,
Texas.
She
is
charged with knowingly forging the signature of a bankruptcy judge
and with bankruptcy fraud and is to be
arraigned next week in federal court in
Texarkana
.
COMMUNITY LEADERS DISCUSS ECONOMIC DEVELOPMENT

A group of
community leaders, spearheaded by the De Queen/Sevier County Chamber
of Commerce, met Wednesday evening to discuss ways to make our
community stronger and more aggressive in attracting and retaining
business and industry in Sevier County.
The meeting was
moderated by CCCUA Chancellor Steve Cole at the request of Chamber
President Patty Sharp. The nineteen attendees, including Jeff
Weaver from Congressman Mike Ross’s office, exchanged dialog on how
to support and enhance economic and social development in our
county.

POLICE
HAS
NEW
CHIEF

The Ashdown
Police Department has a new Chief of Police, but he is no stranger
to the Department. Detective
Doyle Crouch has been with the Ashdown Police Department as an
investigator for the past four years and was appointed Chief Monday.
Crouch says he
is excited about his new position and feels like he has been in law
enforcement practically all his life. He joined the Ashdown
Police department as a dispatcher in 1971, and worked as a patrol
officer from 1973 to 1975 when he went to work for the Arkansas
Highway Police. He retired from the State Police after 28
years with the department and came back to the Ashdown Police
Department as a Detective in the Criminal Investigation
Division.
Police Chief
Ben McCraw retired June 30th and the search was on for
the next leader of the department. McCraw served as Ashdown Police
Chief for 12 years.
Crouch
is married to Debbie McRae Crouch, is the father of three daughters
and has three grandchildren. Crouch said Debbie is just as excited
about this position as he is and she is his biggest supporter.

COUNTY
VOTES TO
SELL
HOSPITAL -

Pike
County Quorum Court Jp's verbally agreed to sell the
Pike
County
Hospital
during Monday's meeting. The vote was unanimous to sell the hospital
for two million dollars to New Directions Health Systems, based out
of
Kentucky
.
An official contract has not yet been signed, however New Directions
would like to close the deal by September 1st. The county is
expecting to receive $300,000 from the sale. New Directions does
plan to reopen the hospital and will use one million seven hundred
thousand dollars in fixing up the hospital facility and purchasing
equipment. Jp's are happy with this arrangement and say their main
concern was to bring healthcare back to the county and provide jobs.
During Monday's meeting, jp's also signed a resolution to terminate
the former lease agreement.
County
Judge
Don Baker is still working to recover Medicare funds to pay back
wages owed to employees during the closing of the hospital.

Board of Education met in special session Tuesday, July 27 at
5:30 pm
in the high school library.
Cary
Smith of Stephens, Inc. addressed
the board concerning bond issuance.
The board adopted two resolutions concerning this matter.
Board
approved elementary and high school student handbooks as presented
by principals, accepted milk bid from Borden’s, and accepted
transfer of 7 students from De Queen to Horatio.
The
board also approved to accept bid from Lonnie Wilemon to asphalt
walkways inside football stadium, purchase lockers for football
field house, and install irrigation system at softball field.
Board
members hired Charles Cross, softball coach, Julie Perez and Denise
Beck, special education aides, and accepted resignation from
lunchroom worker, Shalamar Dinger.

A
memorial service is scheduled for
August
7th for 55
year old Mike Gauldin - who served as press secretary to Bill
Clinton when
Clinton was
Arkansas governor.
Gauldin
was also director of communications for the Department of Energy -
then the Department of Interior during the
Clinton presidential administration.
He
died Thursday in
Washington after battling brain cancer.
The
memorial service will be held
Saturday, Aug. 7 at
2 p.m.
at the
Foreman
Baptist
Church .
Gauldin
worked for newspapers in Russellville and
Springdale and taught journalism at the
University
of
Arkansas before becoming
Clinton 's press secretary in 1982.
Clinton issued a statement calling Gauldin a gifted man who faced cancer
"with courage and grace."

PLEADED GUILTY IN FEDERAL COURT OF WEAPONS VIOLATIONS

A
De Queen man entered a guilty plea in Federal Court in
Texarkana
of weapons violations.
According
to reports, Jamie Don Baker pleaded guilty before
U.S.
district Judge Harry
Barnes on Monday. Officials
say that Baker tested positive for methamphetamines and had
materials to covert weapons to fully automatic.
The incident started with a hotline call to the Arkansas
Department of Human Services where a caller claimed the children
were living in the home where a drug lab was in operation.
Baker’s home was visited on January 14th by the
Sevier County Sheriff’s office, the Arkansas State Police, and
Southwest Arkansas Drug Task Force. According
to an affidavit, a drug
lab was not found in the home, however the children age 11 and 13
were removed from the home due to “poor living conditions”,
which included the fact that both adults in the home tested positive
for methamphetamine and marijuana. The
officers also noticed a large number of guns in the home.
On January 21st, the home was raided by the ATF
and they seized over 30 guns, ammunition, and explosives. The ATF
also seized parts that convert semi-automatic guns into fully
automatic weapons.
Baker
pleaded guilty to possessing a firearm while using or addicted to
controlled substances as part of a plea bargain.
He will return to court for sentencing once a report
containing a punishment recommendation under federal guidelines has
been submitted to the courts. The plea bargain indicates that will
be sentenced as if he were only in possession of a single firearm
instead of the 31 listed. Baker
posted bail of $5000.
TWO
PEOPLE TRANSPORTED TO HOSPITAL AFTER ACCIDENT

A Horatio woman
and her passenger were taken to the hospital after a single vehicle
accident on
Central Road Monday evening.
According to
the Sevier County Sheriff’s office, 24 year old Brittani Brewer of
Horatio was traveling south bound on
Central Road when she lost control of her vehicle after negotiating a curve.
Brewer’s vehicle skid onto the shoulder of the road and
went into the ditch. The
2002 Hyundai Sonata Brewer was driving hit a driveway and rolled.
The vehicle came to rest on its top facing southwest. Both
Brewer and her passenger were transported to
De Queen
Medical
Center for treatment of non-life threatening injuries.
Brewer was cited for no driver’s license.

TO INCREASE FOR LODGING AT
ARKANSAS STATE PARKS

Officials
plan to raise fees for lodging and camp sites at Arkansas State
Parks by 10 percent.
The
Parks, Recreation and Travel Commission has tentatively approved the
hike to make up for revenue that fell because fewer people have been
using those services. A second vote is scheduled for Aug. 19, when
the panel will listen to public comment.
The
increase, projected to generate about $1 million per year in
revenue, would affect camping fees that now range from $30 for a
site with water and a 50-amp electrical hookup at
Mississippi River
State Park
near Marianna to $10 for
camping in undeveloped "overflow areas."
At
state lodges, the cost for a room ranges from $65 for a room with a
queen-size bed at
Petit
Jean
State Park
to $212 for a two-person
suite at
Mount
Magazine
State Park
from March through
November. Cabin rates run from $67 a night to more than $300.
The
higher prices would go into effect at the first of the year, said
Richard Davies, director of the state Department of Parks and
Tourism.
The
proposed increase comes after a year in which spending by families
at state parks was down, which State Parks Director Greg Butts
blamed on the recession, unusually rainy weather and ice storms that
caused some parks to temporarily close.

CITED IN
ONE
VEHICLE ACCIDENT

A
De Queen man was cited for two violations after a single vehicle
accident on hwy 371 Tuesday morning around
midnight .
According
to the Sevier County Sheriff’s office, Deputy Christopher Hundley
was dispatched to a single vehicle accident.
Upon arrival, Hundley identified the driver as Jose Huerta of
De Queen. Huerta stated
that he had fallen asleep and it caused him to run off the roadway.
Huerta’s license plate was expired.
He was issued tickets for driving on a suspended license and
for no vehicle license.

ROTARY
CLUB HEARS ABOUT FARMER'S MARKET 07/27/10
This week the De Queen ROTARY
Chapter heard about the Sevier County Farmers Market.
Terrie James, County Extension Agent Family and Consumer
Sciences led the presentation with a questionnaire on the
needs for Farmers Markets and provided information about the
beginning of the County Farmers Market. A couple of years
ago Deborah Azizinamini, former Executive Director for the
Sevier/ De Queen Chamber of Commerce, conducted a survey to
see if there was an interest in buyers and sellers for a
Farmers Market in Sevier County before any meetings were
held. From the survey there was enough interest and plans
began to establish the market. The first season was last
year with sellers parking in the lower parking lot at Herman
Dierks Baseball lot. That location is now abandoned with
the producers using the Pavilion at the Park and having the
parking lot near the pavilion for their trucks to park in.
Freddy
Marshall, one of the Market Managers, had a beautiful basket
of locally grown vegetables and fruits. He mentioned that
the peaches were grown close to his home, but he had not
picked them. He quizzed the group on the different
vegetables to see if the items could be named and majority
knew the correct answers. He informed the group that he
grows a lot of herbs, but does not have a large calling for
fresh herbs yet. He also provided information about his
role and the dates that the market is open. De Queen has
producers bringing their items on Wednesday and Saturday
with hours starting at 7:00- sold out. There are three
market managers at this time, Freddy, Angela Smith and
Connie Kolb. Vendors can sign up to sell at the market if
they are from Sevier county or the surrounding counties.
This is to ensure the products are locally grown and fresh.
Cost of the vendors to sell is $5.00 a day or a vendor can
get a seasonal pass for $50.00 and sell all days of the
season which is May till October.
Jessica
Miller, Junior Vendor, provided information about her role
at the Market as a Junior Vendor. Jessica is a member of
Chapel Hill 4-H Club and is doing gardening as her main
project in 4-H. She comes to the market with her produce on
Saturday and sells what she has grown. She is signed up as
a Junior Vendor since she is under 18 and is brought by an
adult to sell. She is learning to grow her own produce,
pick, package and sell to the public. This has been a
challenge as she is up early on Saturday to be ready to sell
when the market opens. She commented that she enjoys
talking with the other producers and appreciates the help
she gets from Freddy about her produce. She did inform the
group that a lot of the vegetables were from her garden and
she had picked them and to not believe Freddy when he
claimed getting all of the produce. He did arrange the
basket and had some of the produce from his garden so it was
a team effort on the basket. There was a drawing for the
basket and Sarah Casteel was the winner. She almost had to
have help carrying the basket from the meeting.
The Sevier County market
has had a lot of support from the community with the City
providing the pavilion, the Chamber helping with advertising
and Dr. Walkers' office sponsoring the new signage on
Highway 71 that Farm Bureau has allowed to be set. There
are plans to continue to grow and expand. If enough vendors
and shoppers utilize the market the community can apply for
a grant to expand with a new pavilion designed for Farmers
Markets. This is a project that all of the community can
help with by shopping at the market and encouraging vendors
to come and sell their produce and other locally grown and
made products.

QUEEN MAN ARRESTED FOR DWI
7/26/10
A
De Queen man was arrested and charged with DWI during a traffic stop
Saturday night.
According
to the De Queen Police Department, Officer Wayne Baker was
patrolling on Collin Raye Drive when he noticed a car traveling at a
very slow rate of speed.
The
car turned on 9th street and officer Baker paced the car
traveling 10 to 15 miles per hour.
Baker preformed a traffic stop and identified the driver as
being Randy Gibson of De Queen.
As Baker approached the car he could smell a strong odor of
alcohol. Gibson had a
PBT of point two nine seven. He was placed into custody and
transported to the Sevier County Jail where he was charged with DWI.

QUEEN FIRE DEPARTMENT HAD BUSY WEEKEND 7/26/10
The
De Queen Fire Department had a very busy weekend with two structure
fires Saturday night and several trees on power line Sunday due to
the storm system that moved through the area.
The
first call that came in was Saturday evening at 6:40 p.m. The call was to a structure fire at 610 W Altena.
The fire department responded with 3 fire trucks and 20
firemen. The residence belonging to Jose Lagunas was a total loss.
The second call
was also Saturday night.
It
came in around 10:45 p.m. at 895 E Stillwell and the fire department
responded with 4 trucks and 21 firemen.
The home of Jeanette Rojas was a total loss.
Calls Sunday
night due to the storm included the first one around 6:00 p.m. when
firemen were called to 119 Robinson Loop on a report of a power line
on a house. When
firefighters arrived at the home of Jesus Salazar there were sparks
coming out of the meter loop but there was no damage to residence.
The fire department responded to the call with 2 fire trucks and 15
firefighters.

At approximately
6:30 p.m. the fire department was called to a power line down in the
area of Westwood and Treating Plant Road. The fire department
responded with 2 trucks and 14 firefighters.
While at this scene a call came in reporting a tree on a
power line at 4th Street and Lake Ave.
The fire department responded with 2 trucks and 14
firefighters.
At 6:45 a call
came in about a power line down in Process Heights.
The owner of the home was Alvie Presley.
There was no damage to the home.
The fire department responded with 2 trucks and 17
firefighters. While still on scene, the firemen were called to 610
West Maple Ave on a report of a tree in the road.
Sixteen firefighters responded with one truck to this
location and the last call came in around 7:30 p.m. at 423 Lake Ave
to another tree on a power line.
The fire department responded with 2 trucks and 17 firemen.

MAN PLEADS GUILTY TO RESIDENTIAL BURGLARY CHARGES - 7/26/10
A Nashville man
pleaded guilty Wednesday to three counts of breaking or entering and
residential burglary charges. 20-year-old Dustin Foster allegedly
broke into several homes on Jacques road, back in May of this year.
When police went to question Foster about the thefts, they found
several stolen items inside his residence. Foster claimed he was
drunk and high and did not remember breaking into anyone's house or
vehicle. He is to serve 15 years in the Arkansas Department of
Corrections.

SPRINGS MAN PLEADS GUILTY TO CHARGES - 7/26/10
A Mineral
Springs man pleaded guilty Wednesday in Howard County Circuit Court
to theft of rented property and pleaded true to obtaining property
with a check drawn on insufficient funds. 45-year-old James Dixon is
to pay $1,757 in restitution he owes for writing hot checks to
several businesses in Nashville. Dixon will also serve two years in
the Arkansas Department of Corrections for the theft of rented
property.

DAKOTA MAN ARRESTED IN SEVIER COUNTY FOR FAILURE TO COMPLY
7/23/10
A
man from South Dakota was arrested in Sevier County for failure to
comply with the reporting requirements of a sex offender.
According
to Lt Mike Wilson of the Sevier County Sheriff’s office,
information was obtained about a registered sex offender from S
Dakota possibly living in Sevier County.
Further investigation revealed that 58-year-old Randel
Drugger was living in a trailer park behind C & W bait shop on
hwy 71 north of De Queen.
The
investigation also revealed that Drugger had been living there for
approximately a month and failed to meet the reporting requirements
of a sex offender in the State of Arkansas.
Drugger was taken into custody.
Drugger made his first court appearance Thursday in Sevier
County Circuit Court and Judge Tom Cooper set bail at $100,000. Drugger remains in the Sevier County Jail.

DUCK HUNTERS WILL HAVE A 60 DAY SEASON 7/23/10
Arkansas
duck hunters will again have a 60-day season with a maximum daily
limit of six ducks, the state Game and Fish Commission heard today.
Ricky
Chastain, assistant chief of wildlife management, told commissioners
that the 60 days had been confirmed by the U.S. Fish and Wildlife
Service. The commission will set the dates for the season at its
August meeting. Members are looking at three options for dates with
the main difference being when the duck season will open.
FISH
SHOW HIGH LEVELS OF MERCURY
7/23/10
Catch
a large striped bass in the Broken Bow Reservoir and you might as
well throw it back. The bass isn’t safe to eat, according to a
Mercury in Fish study released last week.
Sixteen
lakes in Oklahoma have some species of fish with mercury levels
above what is considered safe for unlimited consumption, according
to the report released by the Oklahoma Department of Environmental
Quality.
Two
of the 16 lakes had “do not eat” advisories for certain species.
The
advisory on striped — or hybrid — bass at Broken Bow includes
consumption by both sensitive and general populations.
Sensitive
populations include women of child-bearing age and children 15 and
younger. The study also advises sensitive populations not to eat
walleye or white bass caught at Broken Bow.
Jay
Wright, manager of DEQ customer services, said the mercury
concentrations in fish were consistently higher in southeastern
Oklahoma lakes, but officials are not entirely sure why.
Specific
advisories on how much of which species of fish is safe to eat may
be viewed at tulsaworld.com/deqfish for the following local lakes:
Broken Bow Reservoir, Hugo Lake, and Pine Creek Reservoir.
Whitefish
is an excellent source of protein, Wright said, but people should
know how much fish is safe to eat from particular lakes.
Mercury
is a neurotoxin and is especially dangerous to developing fetuses
and children. It can interfere with thinking, memory, attention
span, fine motor and visual spatial skills.
Ninety-nine
percent of human exposure to mercury comes from eating fish.
Wright
said samples will be taken at 84 other lakes. Officials will look at
other fish species, as well, including large catfish.
FOREMAN
SCHOOL BOARD MEETING
7/23/10
The Foreman
School Board met in special session with the following action being
taken.
Mr. Bennett
discussed student summer workers with the board. The School has
employed six student workers and has paid out a total of $8,235.92
for this past pay period.
The
board decided the student workers would stop working on August 13th.
Bennett discussed having specific criteria set in place for
student worker to apply next summer and discussed the fact that
every employee needs to be on contract.
Mr. Bennett
updated the board on the construction of the high school cafeteria
and the Gym renovations.
The
windows in the cafeteria were installed this week and the cafeteria
should be complete by the second week in August. The floors will be done next week. The walk-in freezer has not been working properly and the
board approved having the freezer fixed.
The board hired
Lorisa Kegley as pre-school teacher and tabled the second grade
teacher position until the next meeting.

Cossatot
Community College of the University of Arkansas hosted Mike Waldrip,
who was newly appointed to the University of Arkansas Board of
Trustees last Friday.
Waldrip,
a native of Moro, was named to the Board of Trustees by Governor
Mike Beebe. He earned a
Bachelor of Science in Ag-Economics/Business from the University of
Arkansas. Waldrip has
served on the State Plant Board since 1997 and on the Arkansas
Agriculture Board since 2005.
He
has built East Arkansas Seeds, Inc, into one of the state’s most
successful seed companies.
“We
were honored to have Mark visit with us in Nashville and De
Queen,” said Steve Cole, Chancellor of CCCUA.
“He is dedicated to the success of the U of A system and
his expertise will be an incredible asset to us.

Legacy Initiatives Receives
Minority Initiative Sub-Recipient Grant for Second Year

DE QUEEN, ARK--- On Monday, July 19,
2010, Legacy Initiatives was awarded a second year of funding for a
community based tobacco education program. The grant totals
$71,000. Legacy Initiatives, a local community development
organization will administer the minority tobacco grant for five
counties in Southwest Arkansas: Sevier, Howard, Hempstead, Little
River and Miller. The grant program is funded by the University of
Arkansas at Pine Bluff (UAPB) and the Arkansas Department of Health.
The grant program is designed to reduce and prevent tobacco use in
Southwest Arkansas with an emphasis on the minority populations. It
also works to promote public policy that will help create healthier
communities.
The grant program focuses on the four
intervention areas of preventing the initiation of tobacco usage
among youth and adults, quitting among youth and adults, eliminating
exposure to secondhand smoke, and identifying and eliminating the
disparities related to tobacco use and its effects among different
population groups. Through these intervention activities, the grant
program will focus on educating our community schools, businesses,
faith based organizations, child care centers, hospitals, and
nursing homes on the importance of creating opportunity for young
people and adults alike to adopt smoking cessation and live
healthier lives. Joey Hinson, the organization’s projects director
said, “It is a privilege to partner with UAPB and the Department of
Health. Reducing and preventing tobacco use helps make healthier
communities and healthier people. It also helps the economy by
reducing unnecessary expenses on the healthcare system—specifically
rural hospitals.”

ROTARY HEARS FROM CHAMBER
PRESIDENT 07/22/10
The
De Queen ROTARY Chapter heard from Chamber President Patty Sharp on
the latest programs that the De Queen Chamber of Commerce is doing.
Patti became President of the Chamber in February and has been very
busy with her board members increasing membership, conducting
special sales promotions and activities that will help to improve
our communities.
The latest event
to wrap up was the $tay-Cation sales promotion held early this
summer with individuals receiving tickets for the amount of their
purchases. They wrote their name on their tickets and had a chance
to win a Holland Grill that was drawn for on July 3. This event had
over $250,000 in sales recorded in tickets for purchases done in
Sevier County. The “Shop Sevier County” Christmas event generated
two and a half million in sales for the County. The Chamber is also
“Spotlighting” different business members each week in the De Queen
Bee, KDQN website and Chamber website with a write-up and photo of
the business.
Monthly
newsletters are being e-mailed to members to provide them with news
of interest for them. Quarterly Business Luncheons have been held
with guest speakers talking on a variety of topics from business
tips to taxes that are being implemented in the coming years.
Multiple seasonal
special events have been held such as the Annual Bass Tournament
with over 300 fishermen coming to the county over Memorial Day
Weekend. The participants for that event generate local income
through motel rooms, meals, gas and other products as the visitors
spend their money in the county shops.
A new event that
started this year is the Third Saturday Shopping on the Square.
Individuals are able to set-up a booth on the Courthouse Square and
sell on the third Saturday of the month. This is to help bring
shoppers to the downtown area and stimulate sales for the businesses
on the Square and the individuals to make some extra money. As well
as the Chamber is one of the sponsors for the Farmers Market held
on Wednesday and Saturday in Herman Dierks Park at the Pavilion.
The Chamber
worked to update the County maps with the help of Mayor McKelvy and
the work was done and promoted locally saving money that would have
gone out of the County to another business.
There are other
items and events that the Chamber has done and plans are to continue
with the regular events they have sponsored. With membership
growing it takes all of the businesses and the members to support
the board, the events and to shop locally so everyone continues to
make our communities the best in Southwest Arkansas.
A comment made at
the meeting was the job that the Chamber has been doing is wonderful
and the Club supported the statement with a round of applause.
Patty had a survey card passed out and asked if there are
suggestions and ideas to please share and they will be considered.

VAN
RECOVERED, FORGERY SUSPECTS STILL AT LARGE
7/22/10
The van used in
a forgery case in De Queen was recovered in
Wilton late Wednesday evening but the suspects are still at large.
According to the Little River County Sheriff’s office, van fit the
description of the vehicle wanted by the De Queen Police Department.
The van was wanted in connection with fake checks being
cashed at a local bank.
Corporal
Glen Hankins with the Little River County Sheriff’s Office said a
call came in to the dispatcher around
6 p.m.
Thursday and the caller said there was a white van parked behind the
1st
Baptist
Church in
Wilton that appeared to have been abandoned.
Hankins said the van was parked very close to the back of the
church. The tags on the
van were out of
California.
Hankins contacted the
De Queen Police Department who requested the Little River County
Sheriff’s office to have the van towed to a secure location.
Hankins said no one was around the vehicle and said it
appeared that the suspects fled the scene on foot.

PRELIMINARY REPORT BACK ON UMPIRE PLANE CRASH
7/22/10
The preliminary
report from the National Transportation and Safety Board says the
left wing of a small plane separated from the air craft during
flight.
The crash killed
four De Queen residents near Umpire in June.
The NTSB says the
wing failed shortly after the plane took off the morning of June 13th,
but they do not know what caused the wing to fail and the crash is
still under investigation.
Officials say the
plane was flying from De Queen to Gaston's Resort in Lakeview on the
White River
. All four onboard including pilot Michael Lee Hunt, his wife Terri
Hunt, as well as their friends Carl Davis and his wife, Carolyn
Davis.
The left wing was
found about 400 feet away from the main area of wreckage.

RECOVER VEHICLE IN
SALINE
RIVER -
7/22/10
A
vehicle that's been submerged in the
Saline
River
since
last month has been recovered. Charles Clayton of
Nashville
reported
to sheriff's deputies that he was in his 2004 Dodge
Durango
June
14th at the iron bridge near Cottonshed and as he exited the
vehicle, it traveled down the boat ramp into the river. The river
currents were well above normal at the time and swept the
Durango
downstream about 100 yards. Since the river has returned to normal
in recent days, boaters have reported hitting the submerged vehicle
and a wrecker service as able to remove the
Durango
this week.
BUILDING PROJECTS
IN
DIERKS
SCHOOL DISTRICT NEARING COMPLETION -7/22/10
Work continues on
building projects in the
Dierks
School District . Interm Superintendent Holly Cothren reported during Monday's
school board meeting that work is progressing on the high school
field house. The roof and heating and air unit is being installed
this week. Construction also continues on the elementary classrooms.
The expected completion date for both projects is late August. Also,
the metal has been ordered for the roof for new restrooms at the
football field. In other business, milk and bread bids were accepted
along with the elementary and high school student handbooks.

Legacy Academy Teachers Attend Training
07/22/10
De Queen, ARK—Teachers from
Legacy Academy, a private classical Christian school in De Queen, are attending
a week-long teacher training session in Baltimore, Maryland. The event, hosted
by Rockbridge Academy is a training session endorsed by the Association of
Classical and Christian Schools (ACCS). The delegation from De Queen is led by
school founder, Jessica Gallagher.
The training includes
workshops and plenary sessions conducted by well respected educators.
The sessions are designed to strengthen the teachers’ understanding of
utilizing the classical approach to academics. This method of learning
is based on teaching the children how to learn through interactive and
hands on methods. It utilizing three primary stages of learning and is
focused on developing long term learning capacity rather than short-term
retention. The classical approach teaches children foreign language at
every grade level, implements the arts and music—such as the violin and
incorporates unique learning tools teaching each subject as an
integrated whole.
The conference
includes sessions on general topics such as lesson planning, time
management, grading, relationships with parents, and enforcing core
values in the classroom. The week will also include multiple
workshops that are specific to certain subject matters such as:
Latin essentials, teaching reading effectively, classical math,
chanting and singing in the grammar stage of learning, teaching
history to elementary students, teaching science and many others.
The conference
provides participants an opportunity to interact with educational
leaders, practice teaching techniques, see live classroom
instruction take place and hone their skills for a new academic

Cornyn Announces City of Texarkana, Tx Fire Department to
Receive $39,103 Grant 07/21/10
Funding will help ensure first responders have the resources
to keep Texas communities safe, Cornyn says
WASHINGTON—
City of Texarkana, Texas Fire Department will receive a
grant of $39,103 to support firefighters and their work as
first responders, U.S. Sen. John Cornyn announced Thursday.
The funding can be used for training and support operations,
and to purchase firefighter safety and rescue equipment. It
comes through the Department of Homeland Security’s Federal
Emergency Management Agency in cooperation with the U.S.
Fire Administration.
“This funding will help make sure first responders at the
City of Texarkana Fire Department will have the resources
necessary to keep the surrounding community safe,” Sen.
Cornyn said. “We have a responsibility to support those
working on the front lines every day to protect families,
homes and property.”
The
award aims to enhance first responders' ability to protect
the health and safety of the public, as well as that of
first-responder personnel, with respect to fire-related
hazards.
Sen. Cornyn has held roundtables with
emergency first responders across Texas as part of his
ongoing effort to support their work. The events provide
communities with the opportunity to express their needs and
concerns directly to Sen. Cornyn.
The
Office of Grants and Training, a component of the DHS
Preparedness Directorate, partners with state and local
officials to strengthen the capabilities of first responders

QUEEN POLICE LOOKING FOR SUSPECTS WHO PASSED FORGED CHECKS AT A
LOCAL BANK
7/21/10
The
De Queen Police Department is asking for help in locating four
individuals who cashed bogus chcks at a local bank Tuesday
afternoon.
Reports
say that Captain Troy Cravens was advised that two Hispanic males
and one Hispanic female had passed forged checks at the bank and had
left in a white van with a green door.
The checks were supposedly Tyson payroll checks however,
further investigation revealed the checks were forgeries.
Cravens said a fourth person fled the scene without receiving
any money. A reserve
officer spotted the van near Baker’s Store in Lockesburg and
followed the vehicle as far as
Wilton
before he lost sight of
it.

LOCKESBURG
MAN INJURED IN FARMING ACCIDENT
7/21/10
A Lockesburg
man was injured in a farming accident while he and his father were
working cows on their property near the Dierks Junction.
According to
Lockesburg Fire Chief Roger Ridley, 38 year old Quinton Gilbert was
kicked by a cow. The
impact broke the right femur bone in Gilbert’s leg.
Gilbert was air-lifted to
Wadley

The De Queen
City Council met in regular session on Tuesday, July 20th
with the following action being taken.
The Council
passed two resolutions, Mayor Billy Ray McKelvy said the resolutions
dealt with placing liens on properties the city has had to clean up
due to non-compliance with city ordinances.
The Council
also heard reports from the Mayor on the economic climate and
financial report.
De Queen Police
Chief Richard McKinley also informed the council members that his
department had been granted $29,400 in funds to be used to combat
underage drinking.

COUNTY
RECYCLING CENTER OPEN

Sevier
County ’s recycling center is now open for operations.
Martha Treece of ORE Recovered Materials said the county is
very lucky to have this program.
The first bail of paper weighed 6.35 tons and took 23 man
hours to fill the bailer.
Treece
said the paper will be used for roofing felt.
Sevier County
Judge Dick Tallman said the county recycles several kinds of
materials including, paper, used motor oil, metal, tires, and
plastic. The only items accepted at the site at the Sevier County
Jail is paper and plastic.
Tallman also
wanted to warn citizens that the area is under surveillance and
if
they dump their household trash at the recycling site, they will be
bringing their trash back to them.
Along with their trash being returned, citizens are subject
to being ticketed for littering which carries up to a $1000 fine.

Parents, Get Children Immunized Before School Starts

Adults Need
Immunizations, Too
It is already
time to go back to school and time for school-age children to get
immunized, and Teresa Morris, administrator for Sevier County health
unit, Arkansas Department of Health, wants Sevier residents to
remember that adults need vaccinations, too.
“Don’t forget to
ask your doctor if you need to bring your shots up-to-date,” Teresa
said. “August is the perfect time to remind your entire family and
your friends to check up on their vaccinations. It is a very
important part of protecting your family and your community from
communicable disease.”
August is National
Immunization Awareness Month, and the Centers for Disease Control
and Prevention (CDC) says
that vaccines have eradicated smallpox, eliminated polio virus in
the U.S. and significantly reduced the number of cases of measles,
diphtheria, rubella, pertussis and other diseases. But despite these
efforts, people still die from these and other vaccine-preventable
diseases.
Two
of the most important vaccines to check are Tdap and MMR. All adults
should have the vaccine for Tetanus, diphtheria, and pertussis (Tdap)--currently
only one dose is recommended. Some adults also need to get the
vaccine for measles, mumps and rubella (MMR). All adults who have
not had measles, mumps or rubella are at risk of infection and
should be vaccinated.
The
viruses and bacteria that cause vaccine-preventable diseases are
still around, and can still cause illness in those who aren’t
protected by vaccine. It is important to remember that illness
caused by vaccine-preventable disease results in medical bills and
lost time at work, but adults are often affected more adversely than
children are when they contract these diseases.

WINDSTREAM TO ADD 210 NEW JOBS, KEEP HEADQUARTERS IN
LITTLE ROCK 07/21/10
Windstream Corp., which has headquartered its national offices in
Little Rock since it was formed in a spin-off from Alltel in July
2006, celebrated its fourth year as a stand-alone company with an
announcement for the capital city. Windstream said it would create 210 new jobs and retain 300 existing
jobs in central Arkansas, while maintaining its corporate
headquarters in west Little Rock. The rural telecommunications
company currently employs 825 in its Little Rock offices, 1,150 in
Arkansas, and 9,500 nationwide in the 23 states it serves with
telephone and broadband services. The decision to formally locate in Little Rock comes as a 5-year
lease expires on its current campus. Since Windstream launched in
2006, it has acquired 5 out-of-state companies which caused the
company's management team to consider other options for a
headquarters location.

TYSON FOODS ANIMAL FAT FUEL PLANT IS READY TO ROLL

Remember that $150 million renewable fuel plant that Tyson Foods and
its partner, Tulsa-based Syntroleum Corp., announced nearly 3 years
ago? Dynamic Fuels LLC is the 50/50 joint venture that Tyson and
Syntroleum formed to build a fuel plant in Louisiana that takes
animal fats and greases and transforms them into high-grade military
and diesel fuel. This week, the plant was completed for operations.
The new facility, which will commence operations in the third
quarter of this year, is designed to convert fats, greases and oils
supplied by Tyson Foods into as much as 75 million gallons of
renewable fuels per year.

LITTLE
RIVER COUNTY QUORUM COURT ASKS SHERIFF TO REHIRE DEPUTY

The
Little River County Quorum Court is asking the sheriff to rehire a
fired deputy who ran against him
in the Democratic primary.
Sheriff
Danny Russell fired Deputy Gary Gregory on June 8 - less than a
month after the May primary. Russell defeated
Gregory in the election with 50-plus-one-percent of the
votes.
A termination letter from Russell says Gregory was absent without
authorization from his duties as a school resource officer for the
Ashdown
School District
. The time Gregory
was absent was during Spring Break at the School, March 22nd
– 26th.
The
court voted unanimously Monday to ask Russell to reconsider.
County
attorney Al Smith says the court's vote is not binding because the
sheriff is an elected official who can hire and fire his employees.
Gregory
said he was pleased with the panel’s decision
and is hoping Russell will follow the court's wishes.

The
arrest of a 16 year old De Queen boy has solved five residential
burglaries in
Sevier
County
.
According
to the Sevier County Sheriff’s Office, Deputy Jeff Wahls was
dispatched to a residence on
Holman Road
on a report of a
residential burglary. Upon
arrival, Wahls spoke with the reporting person who stated someone
had broken into their home and stole an antique milk jug full of
coins. During his
investigation of this incident a suspect was developed.
A 16 year old juvenile from De Queen was brought to the
Sheriff’s office and questioned about the burglary.
The juvenile confessed to taking the money from that
residence and 4 others including three in Pecan Meadows and one on
Dunn Road
. The 16 year old has
been charged with 5 counts of residential burglary.

The Arkansas unemployment rate for
June has fallen two-tenths of a percentage point to 7.5%.
The Arkansas Department of
Workforce Services said Tuesday that eight major employment sectors
showed gains in June.
The national unemployment rate also
dropped two-tenths of a percentage points to 9.5%, two full
percentage points higher than the Arkansas rate.
In Arkansas, the manufacturing
sector added 1,700 jobs and educational and health services added
2,800 positions.
The Arkansas unemployment rate is
the lowest since October 2009.

Sevier County Developmental Center's Fun and Learn Land preschool is
under new management.
Dana Humphries (left) is the new
Director/Special Ed Teacher. She is an honor graduate of
Southern Arkansas University with a degree in Early Childhood
Special Education P-4.
Lisa Dockins (right) is the new
instructor. She is also an honor graduate of Southern Arkansas
University with a degree in Early Childhood Education P-4.
The Board of Directors is confident
that Dana and Lisa's compassion for children will lead the program
in the right direction. They are excited about the future of
Fun and Learn Land and invite the public to drop by to say hello or
for a tour of the facility.

NAMED RANKIN'S COMMUNICATIONS DIRECTOR 07/19/10
Congressional
candidate Beth Anne Rankin has named a man born in De Queen as her
Director of Communications.
Jim Harris of Bryant has worked in media relations for Mike Huckabee
when he was both governor and running for President, and two of the
last four congressmen from the Fourth District. He has been a
reporter, editor and political columnist for the Benton Courier,
Texarkana Gazette and Hope Star.
Harris is the grand son of the late Louis “Cat” and Leona Caplinger
of De Queen. He was born in the De Queen General Hospital. At the
time, Harris' father was fighting in Korea and has mother was
staying with her parents in De Queen.
“De Queen is a very special town to
me. I spent a lot of time with my grandparents in De Queen each
summer as I was growing up. They lived in a little white house
across from the elementary school on Vandervoort Avenue,” Harris
said. “Every Sunday morning we would walk down the hill to a Baptist
church where my grandmother was the music director for many years.”
Harris covered De Queen for the
Texarkana Gazette for more than 10 years before going to work in the
Arkansas Governor’s Office.
“Jim and I were on the governor’s
transition team in 1996 between the time Jim Guy Tucker resigned and
Mike Huckabee became governor. We also worked on Gov. Huckabee’s
staff together,” Rankin said. “He has a wealth of experience in
working with the news media.”
Harris was Huckabee's director of
press operations from 1996-2006. During that time, he was the
governor’s representative on the Arkansas Press Association’s
Freedom of information Committee. In 1997, he was part of the
governor’s “tag team” that drafted a rewrite of the Arkansas’ laws
on automobile license procedures.
Harris was the governor’s
representative for the recovery operation in Arkadelphia when that
town was devastated by a tornado on March 1, 1997. He began advising
the governor on emergency management issues in June 1997 and worked
on Homeland Security policy issues after Sept. 11, 2001.
In 2001, Huckabee appointed Harris to
the Arkansas Homeland Security Council. In 2002, Harris served on
the Southern Governor’s Association Taskforce on Homeland Security
and Telemedicine.
Then-U.S. Attorney Bud Cummins
appointed Harris to the Arkansas Anti-Terrorism Task Force for the
Eastern District of Arkansas in 2003 .He was a member of the FBI
Joint Terrorism Task Force from 2002-2003.
In 2004, Harris served on the Arkansas
Wireless Information Network (AWIN) Advisory Panel while this
state-wide communications system was being established.
Harris was the Bio-Terrorism and
Agriculture Coordinator for the Arkansas Department of Homeland
Security from 2006-07. While at ADEM, he was acting public
information officer. He is an Arkansas Certified Emergency Manager.
In 2007, he started his own business.
Harris is the president and CEO of Harris Oil and Timber Co. Later
that year, U.S. Rep. Tom Cole, R-Okla., appointed Harris to the
National Republican Congressional Committee’s Small Business
Advisory Council.
After serving as director of external
communications for the Huckabee for President Campaign, Harris was
elected as an Arkansas delegate to the Republican National
Convention in 2008.
For more than two years each, he
was the constable for District 5 in Saline County and a
Transportation Security Officer for the Transportation Security
Administration. While at TSA, he served a year as chairman of the
Safety Action Team.
In the fall of 2000, Harris worked in
the re-election campaign of U.S. Representative Jay Dickey,
R-Arkansas, while Harris was on leave from Governor’s Office.
Before joining the governor's staff,
Harris was city editor, assistant city editor, regional editor and a
reporter for the Texarkana Gazette from 1979-96. He covered
Hempstead, Lafayette, Miller, Little River, Howard and Sevier
counties for the paper.
In 1992, he took a sabbatical from the
Texarkana Gazette to serve as press secretary for the Mike Huckabee
for U.S. Senate campaign.
Harris served as press secretary and
assistant for science and technology issues for U.S. Representative
Ray Thornton, D-Arkansas, from 1976-1979. Thornton, who later served
as congressman in the Second District, was congressman for the
Fourth District then.
Harris was photo-features editor for
Hope Star in Hope, Ark., from 1975-76.
A 1975 graduate of Henderson State
University, Harris graduated from Arkadelphia High School in 1971.
HATFIELD
MAN KILLED IN TWO VEHICLE COLLISION

A
Hatfield man was killed in a head on collision north of Cove on Hwy
71 Sunday afternoon.
According
to Arkansas State Police Reports, 91 year old Charles Nichols of
Hatfield was traveling northbound on hwy 71 in a 1995 Buick when a
southbound vehicle crossed the center line and hit him head on.
The other vehicle was a 1985 GMC being driven by 47 year old
Joseph W Scansy of Cove. Nichols
was pronounced at the scene and Scansy was air lifted to
St.
Edwards
Hospital
in Ft Smith by Air Evac. Arkansas
State Police Trooper Benjamin Harrison investigated the accident.

QUEEN TEENAGER CHARGED WITH DUI
7/19/10
A
De Queen teenager has been charged with DUI during a traffic stop at
2:45 a.m.
Sunday morning.
According
to the De Queen Police Department, Officer Amy Turner was on patrol
when she observed a vehicle at the intersection of
4th Street
and
Stillwell Ave.
Turner said when the vehicle made a southbound turn onto
4th street
they crossed the
centerline and went completely into the northbound lane. Turner
performed a traffic stop and identified the driver as 18 year old
Sandro Guevara of De Queen.
While
talking to Guevara, Turner smelled a strong odor of alcohol.
Turner asked Guevara if he had been drinking and he asked her
to please just leave him alone. He failed several field sobriety
tests. He was
transported to the Sevier County Jail and charged with DUI.

QUEEN MAN ARRESTED FOR THEFT BY RECEIVING
7/19/10
A
De Queen man was arrested for theft by receiving during a traffic
stop near Horatio.
According
to the Sevier County Sheriff’s office, Deputy Wendall Randell was
on patrol when he noticed a vehicle with expired tags.
Randell performed a traffic stop and a check on the vehicle
and dispatch advised that the sticker on the tags had been reported
stolen. The driver,
identified as 27 year old Jason Brooks of De Queen was taken into
custody. Brooks told the
deputy that a friend had stolen the sticker and placed it on his
car. Brooks was
transported to the Sevier County Jail and charged with theft by
receiving.

Two
organizations have asked a federal judge to halt construction of a
$1.7 billion coal-fired power plant in southwestern
Arkansas
.
Audubon
Arkansas
and the Sierra Club said
Monday they filed a motion in federal court in
Texarkana
, claiming the
construction is destroying wetlands.
Owners
of a hunting club near the plant in
Hempstead
County
are also seeking to stop
the Southwestern Electric Power Co. from further construction, also
on environmental grounds.
Audubon
and the Sierra Club say the Army Corps of Engineers should not have
issued water permits to the plant.
After
the opponents won a court challenge, SWEPCO changed tack and said it
would operate the facility as a merchant plant, which would not
require state regulatory approval.
